GIZ is looking to recruit an Advisor for diversity, gender equity, and inclusion at the EAC-GIZ cluster in Arusha, Tanzania. This role is essential to deepen regional integration and promote diversity, gender equity, and inclusion within the East African Community (EAC) and its collaboration with Germany. Since 1999, the German government has supported East African integration, aiming to enhance the social and economic development of EAC Partner States. The GIZ EAC cluster assists the Secretariat, partner states, private sector, and civil society in various areas, including regional trade, pandemic preparedness, education and digital skills, transboundary water management, and peace and security.
In the EAC region, women, who make up over 60% of the population, still face significant marginalization in decision-making processes, education, finance, and access to information and communication technologies compared to men. Similarly, people living with disabilities (PwD) are underrepresented in decision-making and have limited access to education, finance, and communication technologies. To address these challenges, Partner States have enacted and implemented various policies and legal frameworks. GIZ supports the EAC Secretariat in incorporating diversity, gender, and inclusion into all supported programs.
The Advisor's role will involve supporting the management of cluster programs by developing gender and diversity transformative activities and programs, including those for PwD. The goals of the Advisor include:
- Analyzing GIZ-supported programs to assess the level of inclusion for PwD and the gender status quo.
- Providing proactive advice to cluster management and programs on enhancing diversity, inclusion, and gender aspects in each project.
- Advising partners on the appropriate representation of PwD and women at all levels.
- Strengthening synergies and knowledge transfer through cooperation with national, regional, and international gender and inclusion actors via regional training and exchanges.
- Leading as the Gender Focal person for the EAC GIZ cluster, providing strategic inputs to the Country Office, Gender Circle, and other relevant GIZ platforms.
The Advisor will support GIZ’s commitment to gender equity and inclusion of PwD, which are seen as prerequisites for sustainable development and a viable future for society. Promoting a gender- and disability-sensitive approach and acting to eliminate gender- and disability-based discrimination, are key targets of GIZ. The Advisor will ensure alignment with EAC and GIZ monitoring frameworks and reporting requirements, guided by the cluster management, the GIZ/EAC cluster coordinator, and the Program Manager for PanPrep. The role requires collaborative work with all team members to achieve these goals.
Project Implementation support
Extendsupport to technical advisory services provided to Partners alongside the clustercoordinator and the PanPrep Program Manager and relevant project team members.
Aide in the organisation of partner field activities and regional trainingpreparation
Support the updates of planned, ongoing and completed activities for allprograms operational plan and EAC work plan.
Monitor and evaluate the impact of gender equality and inclusioninitiatives in EAC for the cluster and provide recommendations for improvementand further action as necessary.
Identify gender- and inclusion-related gaps and opportunities toincorporate, integrate and mainstream gender and inclusion perspectives in theCluster projects.
Providetechnical support and guidance on gender- and inclusion-sensitive strategiesand approaches and collaborate with teams and partners to design and implement respectiveplans and activities.
Assist in the establishment, implementation and management of the clusterGender and Inclusion Circle and its activities and liaise with GIZ Gender FocalPoint of the Country Office and provide capacity development for projects.
Collaboratewith the cross-output team to support the integration of gender into the outputstrategies, flagship programs, policies, or any other relevant documents.
Administrative and FinancialTasks
·Providesupport in the preparation and verification ofdocumentation for finance and admin services, i.e draft TORs, concept notes,cost calculations
Follow up on request with service providers, GIZ offices and partnerorganizations, specifically on the settlement of invoices, travel cost and therequired supporting documentation.
Communication, Research and Networking
Promote visibility of diversity, gender and inclusion in the EAC GIZcluster, and actively participate
Proactivelycontribute to research and analysis on the topics of cross border cooperation,conflict prevention, socio-economic triggers for conflict
Assist in the exploration of new partnerships particularly civil societyand academia working on diversity, gender and inclusion
Participate and support the organization in networking and knowledgesharing platforms and events
Support partner meetings, peer exchange meetings and workshops
Manage project documentationon decisions taken and recommendations on diversity, gender and inclusion
Liaise with the CommunicationsAdvisor on concepts and communication products
Monitoring, Reporting and Records Management
Activelyparticipate in project team meetings, internal exchanges, and learning
Support different levels of inputfor reports and provide updates on indicator achievement progress in line withthe governance and reporting requirements of GIZ and EAC.
Provide support in theattainment of gender indicators and apply a gender lens to planned activitieswith Partners.
General
- Undertake any other duties as assigned by the supervisor, including duty travel outside the duty station.
Required EntryQualifications and Competencies
- Bachelor's degree strongly related to gender, inclusion of people living with disabilities or related fields
- Undertaking to further studies is ideal, i.e Postgraduate, Masters
- At least 7 years’ professional work experience, experience on gender and inclusion mainstreaming a strong advantage.
- At least 5 years experience in development cooperation, former GIZ engagement would be an asset, familiarity with GIZ processes.
- Working knowledge of the EAC Secretariat
- Proven experience with multiple stakeholders in the public and private sector
- Proven experience of working for the integration of people with disabilities and or gender mainstreaming
Other knowledge
Knowledge of the East AfricanIntegration agenda
Goodcommunication and proven report writing skills
Soundknowledge of MS Office software package
Sounddigital skills and familiarity with online tools
Fluency in English andKiswahili, French will be an asset
