GIZ is a federally owned enterprise operatingworldwide, assisting the German Government in achieving its policy objectivesin the field of international cooperation. It offers demand-driven, tailor-madeand effective services for sustainable development worldwide. In Tanzania andacross the region GIZ supports the Government of the United Republic ofTanzania and the EAC in attaining their development goals.
TheGood Financial Governance (GFG) project in Tanzania, funded by Germany,Switzerland, and the EU, supports the government of Tanzania in implementingpublic finance reforms. The project focuses on four key areas: 1) enhancingadministrative capacity for revenue collection at both local and nationallevels, 2) strengthening budget control, 3) improving fiscal policy andtransparency, and 4) supporting public finance reform in Zanzibar.
The Monitoring and Evaluation(M&E) and Communication Specialist will support the program team indeveloping, managing, and strengthening monitoring and evaluation efforts tomeet the program objectives. Apart fromthe M&E role, the Specialist will be in charge of all activities related tocommunication for the project. The M&E and Communication Specialist willdevelop external communication content to guarantee good visibility of theproject achievements and the donor while ensuring strict adherence to thebranding.
Monitoringand Evaluation (M&E):
Updating the Results Monitoring Tool by tracking theprogress and impact of the project
- Assists in monitoring and collecting project activity results/data in line with project indicators and milestones on quarterly basis in collaboration with Technical Advisors
- Design and maintain databases and information management systems for M&E data
- Regularly screen development- and project related data (SDGs, PEFA, TADAT, Bertelsmann Transformation Index, HDI, Open Budget Index, Corruption Perception Index, etc to feed projects internal database)
- Assists in providing technical advice to the Head of Project and the Technical Advisors of the Project based on the monitoring and evaluation of project activities
- supports the Superior of the project in any M&E related activities
- supports in preparing progress and completion reports, and following up on the reporting process of all activities relating to the project
- Provide technical support and training to the project team on M&E methodologies and tools.
- Develop high quality M&E reports, including progress reports, impact assessments etc
- Develop and implement, high-quality evaluation tool to assess the effectiveness of project activities, including feedback mechanisms
- Work with project stakeholders and beneficiaries to understand the scale, depth, and sustainability of the impact of projects
Communications:
· Develop and implement communication strategies toenhance the visibility and impact of project
- Manage the project’s social media presence and online communication platforms alignment with partner, GIZ and donor requirements
- assists in developing and improving communication material based on the project’s visual identity while assuring its quality showcasing project achievements such as brochures, Fact Sheets etc. in line with visibility guidelines
- supports Superior in regular communication with colleagues in Country Office and Communication circle on the progress of the project’s activities including and at times participating in monthly meetings.
- Support the organization in data-based storytelling and documentation of project successes and lessons learned including capturing key information for success stories from the field through testimonials, infographics or interviews.
- Maintain a photo database and ensure high-quality visual content for communication purposes.
- Collaborate with stakeholders to ensure effective communication and dissemination of project results.
- Supporting the team members when requested in drafting strategy papers, articles and communication materials as well as in assisting in the organization of events (conferences, workshops, etc)
Professional experience
· Advanced degree in monitoring and evaluation,communications, international development, or a relevant field with a focus oncommunication (i.e. creative writing, media, visual arts, etc.).
· At least 5 years of experience in M&E andcommunications, preferably in an international development context.
· Strong analytical and data management skills.
· Excellent communication, editorial, andorganisational skills.
· Proficiency in using M&E software anddigital tools.
· Experience in developing and implementingcommunication strategies.
· Knowledge and experience in graphic design,layout, and document development.
· Experience in creating social media posts suchas LinkedIn etc
· Capacities to create some basic multimediacontent: e.g. filming, audio recording
· Ability to work independently and as part of ateam
· Communication, Written, Oral, and visual - Theability to convey information to technical and non-technical people in the mostappropriate manner fitting the audience. sound mastering of English and Swahili
· The workstation will be in Dar es Salaam withregular travels to other areas in Tanzania as required.
