The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing an energy accessprogram for Sudan on behalf of the German Federal Ministry for Economic
Cooperation and Development (BMZ), with a duration from 05/2024 to 04/2028. The program seeks to improve access to energy for selected and particularly vulnerable population groups in Sudan.


Given the ongoing political and security situation in Sudan, the program is implemented from Germany, supported from Kenya, and applies a conflict-sensitive and community-based
approach, designed to avoid exacerbating local tensions and to support inclusive development. By promoting efficient, decentralized and environmentally sustainable energy solutions, the program contributes to a more resilient and climate-friendly energy supply in a highly fragile context.



The program will put a strong emphasis on working with and through Sudanese private sector companies, in all four areas of intervention. By strengthening local supply chains, technical service provision and entrepreneurial capacities, the program seeks to stimulate market development, enhance sustainability, and reduce long-term dependency on external support, even in a fragile and conflict-affected context.



The programme shall utilise Results Based Reimbursement (RBR) instrument as one of the key delivery approaches for implementation, particularly for access to electricity for households and access to productive use of renewable energy (PURE) solutions.

Qualifications & Specialist Knowledge:

  • Bachelor's degree in Renewable Energy, Electrical Engineering, Business Administration, Economics, or a related field. A Master's degree is an advantage.

  • Knowledge of Sudanese Context – In-depth understanding of Sudan’s political, economic,
    security, and social dynamics, including key actors, conflict drivers, and governance structures.

  • 8 years working experience in the solar off-grid sector, preferably in Sudan or the Horn of Africa region.

  • 2 years working experience in providing business support to solar companies

  • Excellent digital literacy

  • Communication & Advisory Skills – Excellent verbal and written communication skills in
    English and Arabic; Ability to present findings and provide strategic advice to diverse audiences
