Role Purpose

Master Power Systems Limited (MPSL) is seeking an experienced Head of MEP Business to lead the growth, delivery and financial performance of its MEP EPC business across Kenya, Uganda and Rwanda.

The role owns the full commercial cycle — from business development, tendering and bid selection through project execution, final accounts and cash collection. The successful candidate will be accountable for revenue, EBITDA, margins, working capital and overall business performance.

This is a senior leadership role requiring strong commercial judgement, technical MEP expertise, project leadership and client management capability.

Key Responsibilities
1. Business Growth & Strategy
  • Develop and execute the MEP business growth strategy across Kenya, Uganda and Rwanda.
  • Build and manage a qualified pipeline across residential, hospitality, retail, commercial, warehousing and institutional projects.
  • Develop senior relationships with developers, main contractors, consultants and key clients.
  • Identify new markets, segments and delivery opportunities.
2. Business Development, Tendering & Estimation
  • Lead bid/no-bid decisions based on commercial viability, contract risk, client payment history, capacity and expected margins.
  • Oversee technical and commercial tender preparation, including BOQs, cost build-ups, pricing and risk assessment.
  • Review and approve estimates before submission.
  • Lead post-tender negotiations and commercial discussions through to award.
3. Project Delivery & Portfolio Management
  • Allocate awarded projects across Project Management Cluster Heads based on capacity and technical fit.
  • Ensure projects have clear budgets, programmes, resource plans and cost-to-complete forecasts.
  • Monitor project performance against revenue, cost, programme and cash targets.
  • Intervene early where projects are trending outside agreed thresholds.
  • Drive successful completion, handover, final accounts and claims/variations.
4. P&L, Cost & Cash Management
  • Own the EBITDA and financial performance of the MEP Business Unit.
  • Control material, labour and supervision costs against approved thresholds.
  • Drive value engineering and cost optimisation without compromising technical standards.
  • Ensure timely valuations, invoicing and collection of certified amounts.
  • Protect the company's commercial position on payment terms, variations, claims and contractual exposure.
5. Procurement, Quality & Compliance
  • Ensure accurate material planning and procurement aligned with project requirements.
  • Support technical evaluation and negotiation of MEP suppliers and subcontractors.
  • Enforce quality, HSE and regulatory standards across projects.
  • Ensure compliance with statutory and client requirements in each country.
6. Leadership & Governance
  • Build and develop the MEP organisation and leadership structure.
  • Set performance objectives and hold Cluster Heads accountable for results.
  • Develop technical and commercial capability across the business.
  • Provide monthly reporting to the COO / MD covering pipeline, revenue, EBITDA, costs, collections, manpower, HSE and key risks.
  • Escalate significant commercial, legal or operational risks promptly.
Qualifications & Experience

Required:

  • Bachelor's degree in Mechanical or Electrical Engineering, or equivalent.
  • Minimum 15 years' experience in MEP contracting, including senior responsibility for a multi-project portfolio.
  • Proven experience delivering mechanical, electrical and plumbing (MEP) projects.
  • Strong track record across residential, hospitality, retail, commercial and/or warehousing developments.
  • Demonstrated experience in the East African market, working with developers, main contractors and consultants.
  • Proven record of securing significant MEP orders through tender strategy and commercial negotiation.
  • Experience with P&L/EBITDA accountability, budgeting, cost control, margin management and cash collection.
  • Strong understanding of MEP project execution, commercial management and contracts.
  • Willingness to travel across Kenya, Uganda and Rwanda.

Preferred:

  • Registration with EBK or equivalent professional body.
  • MBA or postgraduate qualification in Project Management/Business.
  • Experience with ERP-based project/cost control systems.
  • Familiarity with AutoCAD, Revit, MS Project or Primavera.
  • Experience with institutional, healthcare or large-scale projects.
