Team Leader – Organizational Development and Outreach

As an international cooperation enterprise for sustainable development with worldwide
operations, the federally owned Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its
development-policy objectives.

German Development Cooperation (GIZ) is seeking to recruit a team leader for its regional economic cooperation portfolio at the EAC-GIZ cluster based in Arusha (Tanzania). EAC-GIZ supports the East African Community (EAC) through projects on regional economic development, health, higher education and digital transformation as well as nature-based solutions. In order to facilitate overall organizational development and outreach the “Support to Regional Integration” (SEAMPEC) programme advises directly the Secretary General and EAC Senior Management team in coordination with all relevant stakeholders of German Development Cooperation. The goal is to further reform processes within EAC Secretariat, its institutions as well as EAC partner states to co-create impacts during the implementation of 6th EAC Development Strategy for citizens in East Africa.

The team-leader will manage the implementation of the “Organizational Development
and Outreach” component with East African Community, providing strategic leadership and technical guidance to facilitate strategic positioning, high-quality delivery and administrative implementation for Germany and EU donors. The team-leader oversees a team of experienced regional and international Organizational Development and Outreach advisors from across the region to implement support to regional integration in East Africa.

The Team Lead will be responsible for managing all related processes, including planning, coordination, monitoring, and reporting. This includes engaging stakeholders from regional integration across the public and private sectors, facilitating capacity-building initiatives and implementation of use-cases to further organizational development and outreach. The position
requires a diplomatic collaborative approach harmonizing national policy frameworks to advance the 6th EAC Development Strategy to promote inclusive and sustainable economic
development in the region. Additionally, the team-leader facilitates the collaboration with German Development Cooperation, donors and relevant stakeholders from private sector and civil society to further this ambitious agenda.

Strategic Advice and Coordination:

• Advice to EAC Senior Management on regional economic integration and acceleration,
  monitoring and review of the EAC Development Strategy
• Facilitate coordination with relevant actors of German Development Cooperation, such
  as German Embassy, KfW Development Bank and PTB to further joint
  approaches to organizational development and outreach
• Strategic advice to donor coordination in close collaboration with relevant key
  decision makers from EAC and its partner states as well as bi- and
  multilateral donors

Implementation and Oversight:

• Develop project implementation plans, oversee them and integrate them into GIZ,
  EU, and EAC planning cycles and reporting channels.
• Conceptualize, plan, design, tender, execute, and monitor key activities with the team
  and partner organizations, ensuring a coordinated and synergistic
  approach.
• Support all tasks related to EU, EAC and GIZ required project coordination and
  implementation responsibilities.
• Manage consultancies and contractors, fostering strong collaboration with
  implementing and political partners to ensure cohesive implementation of
  the component with focus on civil society and private sector.

Monitoring and Reporting:

• Design and implement frameworks for project communication, visibility, monitoring,
  and reporting of project implementation.
• Collaborate with the Finance and Administration team to monitor budgets and prepare
  financial reports.

General

• Contribute to project modification, review or realignment of the project
• Develop and explore new project
  interventions also outside the core area of responsibility, to expand the
  project/cluster portfolio
• Enhance and strengthen technical
  cooperation and collaboration with key partners to the project cluster/programme
  
• Perform other duties and
  tasks at the request of management

Required Entry Qualifications and Competencies

• Master’s degree in communication, information management or similar
  

• At least ten years’ proven experience advising senior decision
  makers from the Regional Economic Communities in Africa

• Proven expertise to collaborate with multiple stakeholders across public and private sectors on EU funded projects for German Development
  Cooperation.

• Willingness and ability to manage multi-country projects.
  

Technical Skills:

• Strong understanding of the East African integration agenda, particularly the Common Market and Customs Union as well as its organizational development.
  

• In-depth knowledge of regional EAC policy-making processes and experience advising on organizational development policy frameworks.
  

• Proficiency in project management, including planning, implementation, and monitoring of EU funded projects.
  

• Expertise on advising senior decision makers in Africa and facilitation of networks with development partners and donors
  

• In-depth understanding of planning cycle for Development Finance Institutions

Soft Skills:

• Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders from various backgrounds.
  

• Strong diplomatic, analytical, and problem-solving abilities.
  

• Ability to work independently and as part of a multicultural team.

Language Skills:

• Proficiency in English and French (written and spoken); knowledge of German is an added advantage.

Additional Requirements:

• Familiarity with the East African Community (EAC) and its regional integration efforts.
  

• Capability to work effectively within a geographically dispersed team across different time zones.
  

• Willingness to travel across East Africa and internationally, including high risk countries.
