Requirements for Appointment:

  • Be a Kenyan citizen.
  • Must be a holder of a degree in civil engineering or equivalent and recognized qualification in Kenya.
  • Masters in relevant field will be an added advantage.
  • Must have knowledge, experience and distinguished career of not less than ten (10) years in the specific, five (5) of which must be at senior level either at government or private sector.
  • Must be registered with relevant regulatory authorities.
  • Demonstrate a thorough understanding of devolution, county development objectives and vision 2030.
  • Be conversant with policy formulation and implementation.
  • Satisfy and attach all requirements of Chapter Six of the Constitution of Kenya, 2010. 
  • Must have attended senior management course lasting not less than 4 weeks from an institution recognized in Kenya.
  • A strategic leadership development programme course from an institution recognized in Kenya is an added advantage.

The chief officer should be the authorized officer in respect of exercise of delegated powers and shall be powers and shall be responsible to the respective County Executive Committee Member for the following:

  • Day to day administration of the department
  • Providing Strategic policy direction for effective service delivery within the department
  • Implementation of policies and programs within the department
  • Development and implementation of strategic plans and sector development goals including performance management
  • Formulation and implementation of effective programs to attain in 2030
  • promote national value and principles of governance &values and principles of public service as outlined in Article 232 of the Constitution of Kenya 2010 and
  • Any other duty and responsibility as may be assigned by the County Executive Committee Member
