Qualifications:

  • Education: University degree in related field plus Master’s degree in Public Health, Statistics, or related field is required. At least seven years of experience working in public health within low resource contexts.
  • Skills: Ability to work optimally and respectfully on diverse teams and across diverse contexts. Good technical acuity, takes initiative and produces results, ability to accept feedback and integrate it, strong communication and presentation skills and a dedication to contribute to a positive work environment. Strong data analytical skills and understanding of health monitoring and evaluation in low resource contexts is required; Committed to upholding diversity, equality and inclusion principles. Good level interpersonal skills with a high level of
  • English oral and written skills. Ability to proficiently communicate and write in French, Arabic or Spanish is highly desirable, but not required. Experience working with digital technology for health platforms (CommCare, PowerBi) is desirable.

Work Experience:

  • A minimum of 3-5 years of international experience is required leading health M&E within humanitarian settings. Expertise and experience working on the monitoring and evaluation of primary health care is required, and knowledge of environmental health is a plus.


Responsibilities
  • The Health Unit MEAL Advisor will lead the Health Unit’s coordination of the annual statistics process, management of core indicators, analysis and interpretation of global and regional data sets, development and management of data collection tools for core indicators, and management of cross sectoral
  • MEAL tools. The HU MEAL Advisor will also provide MEAL Advisory support for Health Unit and country led evaluations and research projects. The specific responsibilities include:
  • Global Support (estimated 70%)
  • Lead the coordination of the Annual Statistics process, including liaising between the Measurement Unit, Technical Advisors and country programs to review submitted health data, ensuring completeness, correctness and identifying gaps in data.
  • Lead the maintenance of the health, nutrition and environmental health Core Indicator List (CIL), including liaising with Global Practice Leads, Regional Technical Leads, MEAL focal persons, country programs and the Measurement Unit, to ensure the list is up to date within the Indicator Selection Tool (IST) and useful for standard program monitoring.
  • Lead the development and updating of data collection tools, including maintenance of all tools within the METAL tools and learning repository, and the socialization of this repository across the HU.
  • Lead the analysis and interpretation of global and regional data – including annual statistics, program expenditure, client satisfaction, and program indicators – for use in briefing notes to leaders across the IRC. Support the writing of this analysis for reports such as HU Annual Report, Leadership Briefing on Annual Statistics, and regional and practice area portfolio reviews.
  • Lead the capacity strengthening of HU use of the Program Indicator Dashboard (PID) and other data visualization tools.
  • Lead the development and updating of cross-sectoral Health Unit tools that support the implementation of the Health Unit MEAL Strategy. For example, technical data review guidance, HU MEAL resource document.
  • Provide advisory support to Health Unit and country program staff about health, nutrition and environmental health MEAL.
  • Support data needs for health focused advocacy and communication.
  • Project support (estimated 30%)
  • Provide monitoring, evaluations and learning advisory support for Health Unit and country led monitoring, evaluations and research projects. This will include a range of tasks including data analysis, development of protocols, development of data collection tools, support for data collection, analysis and write up of results, support with dissemination of results.
  • Support MEAL sections for Health Unit business development.
