Engineering from a recognized University with at least 15 years experience. Theperson should be a registered engineer with at least 5 years’ experience in supervision, design and construction of urban infrastructure projects. Knowledge of World Bankprocurement procedures will be an added advantage. S/he shall have a proven integrityrecord.

Knowledge of World Bankprocurement procedures will be an added advantage. S/he shall have a proven integrityrecord.


1. Providing technical back-up support to sub national entities in the preparation of
bidding documents and execution of the various civil works to be funded underthe Program to ensure achievement of value for money (VFM).

2. Liaison with the Ministry of Works and Transport (MWT) to ensure that the

designs for the Municipal infrastructure under the GKMA-UDP comply with theMWT’s Design Manuals for urban roads and with the MWT’s Specifications forRoad and Bridge Works.

3. Participate in the preparation of ToRs and the Statements of Requirements

(SoRs) for all procurements under GKMA-UDP

4. Support the procurement processes in the program LGs for effective & timely

delivery of the activities.

5. Supervise consultants and contractors engaged by the Ministry to ensure that

they execute the assignment in accordance with the contract provisions

6. Supporting the Sub national entities in the implementation of investment projects

under the GKMA-UDP through regular mentoring and inspection visits. This shallinclude site visits, meetings with Municipality staff in charge of executing theprojects, contractors and management committees;

7. Support in Capacity building of the Ministry Staff and participating Sub nationalentities and Local Governments in Municipal Infrastructure and Management

8. Reviewing and providing written comments to both the MKCC&MA and the

participating municipal LGs on the outputs of consultants and contractorsengaged to do work under the Program, such as preparation of engineeringdesign and bidding documents, execution of civil works, and Procurement audit.

9. Assisting in the preparation and review of various Program documents at both

the MKCC&MA and the sub national entities within GKMA

10.Review monthly supervision reports by consultants to ensure that they follow the

required formats and capture all the expected information

11.Prepare monthly and quarterly progress reports, including comparison between

planned and actual progress in physical and financial terms and identification ofdelays and recommendations for remedial actions

12.Report to the Program Task Manager at the MKCC&MA and the Project

Coordinator.
