Action Against Hunger seeks an experienced Director of Finance and Administration to oversee all financial and administrative aspects of a five-year USAID-funded project. Based in Kampala, Uganda, with travel to other locations as needed, you will ensure compliance with donor guidelines and our organizational policies, contributing significantly to our mission.
Requirements
- Bachelor’s degree in Finance, Business Administration, or related field; Master’s degree and professional certification (CPA or ACCA) preferred.
- At least ten years of relevant senior-level experience in financial management and administration, ideally within international projects funded by major donors like USAID.
- Proven expertise in preparing budgets, financial reports, and leading financial operations.
- Exceptional leadership and team management skills, with a track record of developing cohesive teams.
- Advanced proficiency in financial software, and Microsoft Excel.
- Strong communication abilities, capable of effectively coordinating with internal teams and external stakeholders.
- Fluent in English, with proficiency in local Ugandan languages advantageous.
Essential Job Duties
- Implement and oversee financial systems, budgeting processes, and financial reporting, ensuring alignment with the latest standards and best practices.
- Administer all project-related administrative duties, upholding strict compliance with USAID and organizational policies.
- Develop and monitor detailed budgets, ensuring expenditures align with project goals and financial forecasts are accurately maintained.
- Oversee compliance and capacity building for all sub-grantees, ensuring compliant and timely requests for application as well as sub-agreement development and subsequent management of all sub-awardees. Ensure regular audits and reports are conducted and submitted. This position may oversee a sub-grant manager or similar position responsible for the daily oversight of sub-grantees.
- Regularly liaise with senior management and donors, providing financial updates and forecasts, ensuring they are informed of budgetary and financial statuses.
- Mentor and lead the finance and administration team, promoting professional growth and adherence to high standards.
- Refine and improve operational systems and policies to better support organizational goals, optimizing information flow and management efficiency.
- Manage comprehensive financial operations, including cash handling, procurement, contracting, and consultant financial engagements.
- Advise project staff on financial operations and compliance, ensuring all team members understand and adhere to financial policies.
- Conduct thorough financial analyses and review budgetary variances each month, addressing discrepancies and implementing corrective measures as needed.
- Coordinate external audits and ensure that financial records are maintained in excellent condition, available for review at any time.
- Oversee and report on the project’s cost-share requirements, ensuring all financial contributions are tracked and reported accurately.
- Generate and submit detailed financial reports, including quarterly and annual summaries to donors, ensuring full transparency and accountability.
Supervisory Responsibilities
- Lead a team of finance and administrative professionals, ensuring effective management of project finances and administration.
Fiscal Responsibility
- Maintain rigorous stewardship of financial resources, ensuring cost-effective use and adherence to budgetary constraints.
