GIZ is a federally owned enterprise supporting the German Government in achieving its international cooperation objectives. In Tanzania, GIZ works with the Government of the United Republic of Tanzania and regional partners to promote sustainable development and inclusive economic growth.Through the “Stawi Bluu – Sustainable Blue Businesses in Tanzania” project, co-financed by the EU and BMZ, GIZ supports the development of an inclusive and sustainable blue economy. The project is part of the Team Europe Initiative on Blue Economy and the regional ProsperBlue programme. It aims to strengthen job-creating, sustainable enterprises in coastal and marine value chains by improving access to finance, business incubation, and investment readiness.The Technical Lead (Output 2) will provide technical leadership on improving access to finance and investment facilitation for MSMEs in the blue economy. The role will act as the main counterpart to the Project Implementation Manager and lead technical guidance for Output 2 advisors.
Lead implementation of Output 2: access to finance and pipeline development of bankable enterprises
Strengthen MSME investment readiness, financial literacy, and business development services
Facilitate linkages between enterprises, financial institutions, and investors
Promote financial innovation and investment mobilisation in the blue economy
Ensure coordination and synergies across all project outputs
Serve as focal point for Tanzania under the SWIOP Investment Pillar, ensuring regional alignment with ProsperBlue
Provide technical guidance to Output 2 advisors and partners
The role requires strong experience in MSME development, access to finance, investment facilitation, and enterprise ecosystem strengthening. The successful candidate will have demonstrated ability to work with financial institutions, incubators, accelerators, and private sector stakeholders, and to coordinate complex multi-stakeholder programmes at national and regional level.

Responsibilities
Be entry and contact point of output 2 and ensure linkages to output 3 for the implementation manager and represent the Stawi Bluu component and ProsperBlue program in public.
Responsible for technical leadership for a team of national GIZ experts
Support strategic and operational planning across all three outputs, ensuring interconnections between enterprise development, finance, and coastal tourism.
Supervise and coordinate the implementation of the Blue Incubation & Acceleration Programme, ensuring high-quality delivery of training, coaching, advisory services and post-incubation follow-up.
Lead the design and operationalization of the destination development workstream under output 2.3 including preparing terms of reference, conducting technical quality reviews, and maintaining delivery accountability.
Act as Tanzania country focal point for the SWIOP Investment Pillar, supporting regional pipeline development advisors and ensuring cross-learning between country and regional interventions and contribute to the development and content of the ISBE Hub created under SWIOP-Invest to ensure close alignment and synergies between the work done in Tanzania under pipeline development and ISBE Hub under catalyzation of investments into an ISBE
Support DV in regional integration and knowledge exchange between Stawi Bluu and the broader ProsperBlue/SWIOP ecosystem
Support the establishment and coordination of multi-actor processes at both national and regional levels
Manage and steer implementation partners (e.g. Grantees) of the project and develop synergies and cooperation arrangements with other relevant partners.
Closely coordinate with political partners (VPO, MLF and MBEF) Manage all relevant data resources, research for M&E and knowledge management requirements of the project.
Assure no silo-thinking and guarantee cross-cutting (3 outputs) implementation
Prepare technical inputs, TORs and oversight required for consultancies, training providers and implementation partners engaged in MSME support and incubation activities.
Contribute to the strategic direction of the investment mobilization pipeline, identifying and nurturing high-potential Blue Economy enterprises strengthen the technical and operational capacity of business incubators, accelerators and entrepreneurship support organizations to deliver consistent, high-quality services to MSMEs.
Facilitate linkages between MSMEs and financial institutions by preparing enterprises for investor engagement, organizing investor matchmaking events, and supporting due-diligence preparation. This includes leading financial sector partnerships to co-develop and adapt MSME-tailored financial products aligned with Blue Economy business models and guiding FIs toward fit-for-purpose products for Blue Economy MSMEs
Specifically, regarding the tourism sector: develop and manage partnerships agreements with tourism actors, both private and public in Tanzania for joint sustainability standard promotion, structure and facilitate affordable finance and investment pathways for tourism MSMEs in coordination with Output 2.2, and lead destination planning through partners, including tourism product prioritization, community livelihood pathways, and destination branding strategies
Ensure compliance with GIZ rules and procedures in procurement, financial planning and management of budgets
Contribute to the monitoring of indicators and document results and lessons learned and contribute to reporting to BMZ, the EU and other stakeholders and ensure timely provision of high-quality technical and financial inputs
Coordinate and supervise interventions of project activities through implementation partners (management of Grants) and identify synergies with existing actors and provide team support, technical information, and assisting in coordination of key Blue Economy actors in Tanzania.
