Energising Development (EnDev) is a global multi-donor partnership program implemented by the Deutsche Gesellschaftfür Internationale Zusammenarbeit (GIZ) and the Netherlands Enterprise Agency (RVO) that facilitates market-based access to modern energy services in 20 countries worldwide. EnDev Kenya was launched in 2006 and is composed of two core components i.e. cooking energy, promoting access to modern and improved cooking solutions (ICS) as well as off-grid electrification, promoting access to stand-alone solar systems. EnDev Kenya interventions targets households, social institutions, and small businesses particularly in rural and peri-urban areas. EnDev Kenya is Implemented by GIZ, SNV, Practical Action, Energy for Impact and CLASP covering at least 20 counties in Lake Victoria, Western, Central, Lower Eastern, Coast and Northern regions in Kenya.

Kenya is the most mature market for biodigester in East Africa. Vivid companies, government support and technical institutes are supporting the deployment of biodigester technologies and services adapted to local market conditions. However, biodigester companies are in constant need for capacity building and training of their teams to build or install biodigesters for their clients. GIZ, through the EnDev partnership will implement the African Biodigester Component (ABC) in Kenya from 2022 to 2025 in consortium with SNV and in partnership with Africa Bioenergy Partnership Limited (ABPL). The objective of the project is to achieve a sustainable, stable and growing market for biodigesters that significantly contributes to achieving national energy access and climate targets, by following a market-based approach to triggering demand, promoting the supply of high-quality technology and services and improving the enabling environment. The project will support the construction or installation of 20,000 small-scale and 250 medium-scale biodigesters.

EnDev Kenya is seeking to recruit a Knowledge Management and Capacity Building Advisor with specialization in bioenergy, renewable energy or capacity building to coordinate capacity building and business development support services as well as the local and regional (Kenya, Uganda and potentially Somalia) knowledge creation of the project.

The knowledge management and capacity building advisor will be responsible to:

  • Support the knowledge creation of the project including local and regional exchanges in coordination with the Business Development Support implementer (BDS), the Organic Fertilisation and Valorisation Implementer (OFVI), the Global Access to Finance Implementer (GAFI), the Independent Verification Agent (IVA), ABPL and SNV.

  • Design, organize, implement and support capacity building, trainings and business development support services for the participating enterprises including implementing respective workshops and events.

  • Define and implement the communication strategy of the project in line with the different implementers, the partners and the biodigester enterprises.

  • Support the BDS Implementer in carrying out the BDS component

  • Support the design and the implementation of the Result Based Finance (RBF) Facility including supporting companies in reporting and monitoring their results in coordination with ABPL

  • Develop and implement pilots for demand activation (through local cooperatives, support to last mile entrepreneurs etc…)

Tasks

I. Support the knowledge creation of the project

  • Develop and periodically update the project knowledge management strategy and platform

  • Lead and steer the learning studies: lessons-learned from other biodigester market development interventions.

  • Support the planning and implementation of relevant studies earmarked under the project

  • Support the oversight of studies implemented by SNV i.e. Assessment and gap identification of the current enabling environment and the development of the awareness raising strategy

  • Support the development of consistent and high-quality content of knowledge products

  • Ensure consistency of the different studies of the project as well as publication in the project website and other platforms

  • Coordination and implementation of knowledge dissemination forums

  • Support the identification of a suitable entity to be in charge of cross-border learning in East Africa together with SNV

  • Support the implementation of the learning agenda for the project in coordination with the assigned implementer

  • Support the East Africa Learning Agenda implementer in organization and implementation of cross-border knowledge sharing forums in Kenya and Uganda including coordinating inputs from ABPL, BSUL, GIZ and SNV for the relevant events

  • Lead knowledge exchange within Kenya & with Uganda including site visits in compliance with procedures within GIZ on tenders, contracts with third parties and site visits.

  • Ensure data is collected by assigned entities (IVA, GIZ or SNV) and analyse the collected data

  • Coordinate the involvement of relevant stakeholders on knowledge creation and capacity building (Existing GIZ projects, technical institutes, universities, agricultural and energy centres, TVET institutions,
    local and national administration etc…) with the project

  • Act as a communication focal point for the project including organizing events, writing impact stories and supporting the awareness raising activities led by ABPL and SNV

  • Support in development & running of project Pilots and documentation of learnings for implementation

  • Prepare and provide relevant updates to the EnDev Kenya, Energy Kenya cluster and the EnDev HQ team upon request

  • Any other functions assigned by the project

ii. Design, organize, implement and support capacity building and business development support services and related trainings under the project

  • Support the BDS Implementer in carrying out the BDS activities

  • Support the organization and implementation of relevant trainings and capacity building measures and notably on (i) technical training on bio-digesters for biogas technicians (ii) sensitisation on biogas-digestors for financial institutions and on (iii) design and construction of medium-scale biodigesters for contractors

  • Coordinate the planning and implementation of relevant trainings, workshops and events for the project

iii. Support the design and the implementation of the Result based Finance Facility

  • Contribute to the design review and structuring of the RBF facility

  • Support the operationalization of the RBF facility as well as the processing of claims

  • Support in the monitoring and verification of the RBF facility

  • Support in the data management of the RBF facility

  • Support the IVA in the implementation of the independent verification exercise including training of participating enterprises in data collection and sales monitoring.
