About KEPSA


The Kenya Private Sector Alliance (KEPSA) is the apex body for the private sector in Kenya. KEPSA brings together local and foreign business associations, federations, chambers of commerce, professional bodies that are sectoral umbrella bodies and individual sectoral business membership organizations, corporates, from multinationals to large and medium- sized companies, SMEs, and start-ups from all sectors of the economy, across all parts of the country. This gives KEPSA a reach of over 2 million businesses directly and indirectly. KEPSA also serves as the national focal point of the East Africa Business Council (EABC), the umbrella body of businesses in East Africa. It hosts the International Chamber of Commerce (ICC) Kenya Chapter, a member of the ICC with a reach of over 45 million businesses globally.

Responsibilities

Position Overview


We are seeking a dynamic Policy and Research Manager to lead high-impact public-private dialogue (PPD) agendas and policy advocacy initiatives. This role will drive strategic sector board activities, manage multi-stakeholder partnerships, deliver evidence-based research, and provide leadership to the Policy and Research team to influence national and regional economic outcomes.


Key Responsibilities


Strategic Policy Formulation:

  1. Lead the development and implementation of comprehensive advocacy strategies across KEPSA Sector Boards, ensuring private sector proposals are structured for maximum regulatory and economic impact.

  2. Lead legislative and regulatory advocacy by overseeing the conceptualization and drafting of technical memoranda, position papers, and briefs submitted to Parliament, Ministries, and state agencies.

  3. Represent the organization in high-level government-private sector technical working groups, multi-agency committees, and legislative roundtables to influence major economic policies.

Strategic Partnerships & Resource Mobilization

  1. Cultivate, structure, and maintain partnerships with key partners and international development organizations regional bodies and private networks.

  2. Drive financial sustainability by conceptualizing and organizing sponsored member webinars, training sessions, and technical workshops.

Departmental Leadership& Talent Management

  1. Direct daily operations of the Policy and Research department, ensuring high-quality, timely technical outputs that align with the organization's core business strategy.

  2. Manage, mentor, and coach a team of policy officers, analysts, and interns, fostering a collaborative, high-performance team culture.

  3. Cross-collaborate effectively with internal departments to translate technical policy gains into tangible value propositions for members.

  4. Identify and advocate for professional development initiatives to bridge technical skill gaps within the policy team.

Research, Strategy, & Operational Excellence

  1. Lead the development and execution of annual work plan for key Sector Boards, translating broad macroeconomic goals into actionable sector-specific objectives.

  2. Oversee research undertakings to produce data-driven policy briefs addressing critical business environment pain points.

  3. Monitor and report on the economic impact of policy interventions, tracking metrics such as cost savings, regulatory exemptions secured for members.

Qualifications

  • Master’s degree in Economics, Public Policy, Political Science, International Relations, or related field (PhD is an advantage)

  • 7–10 years of progressive experience in policy advocacy, economic research, or public- private dialogue.

  • Proven track record in legislative/regulatory engagement and drafting policy documents. Strong leadership and team management experience.

  • Excellent analytical, communication, and negotiation skills.

  • Demonstrated ability to mobilize resources and manage partnerships.
