The International Development Law Organisation (IDLO) Uganda Country Office (UCO) is looking for a national expert to oversee a four-day reflection and learning retreat for partners and staff. The retreat is divided into two sessions and will begin with a 3-day “Implementing Partners (IPs) and stakeholders’ reflection and learning meeting” on Community Justice Programme (CJP) progresses from January 2021 to June 2024. Subsequently, a 1.5-day session will be organised for IDLO staff to review the implementation of the CJP since its inception.


Requirements

  • Master's degree in social sciences, Human Resources Management, Project Management, or a closely related field.
  • Minimum of 10 years of relevant professional experience especially in project/program management, change management or human resource management.
  • Experience working on such areas within the governance, access to justice and international development sectors shall be of significant advantage.

Subsequently, a 1.5-day session will be organised for IDLO staff to review the implementation of the CJP since its inception.

  1. Review all relevant documentation generated from previous CJP IPs’ reflections and IDLO staff retreats. This is necessary to understand the CJP milestones, identify gaps, and review commitments and recommendations highlighted during the previous sessions.
  2. Develop and submit an inception report that aligns with these terms of reference. This report should outline the proposed approach for this assignment. It should include a survey to be shared with the IPs highlighting the emerging issues and key lessons learnt during the CJP implementation, a detailed reflection and learning program, a description of team-building activities, and a clear plan for program execution.
  3. The Consultant will prepare all required materials to facilitate the reflection and learning sessions. This includes developing relevant tools, presentations, and resources for individual performance evaluations and team-building activities. The Consultant will also support team members in their preparation for the sessions they will be responsible for.
  4. Utilize the reports generated during the previous IDLO and IPs retreats since the inception of the CJP (2018), lead a review of the outcomes derived from those retreats. Confirm the status of the implementation and propose a way forward based on the findings.
  5. Take charge of developing and leading activities during the IDLO UCO staff retreat. This includes managing the overall program and ensuring that all sessions and activities are conducted effectively and in accordance with the established plan.
  6. Prepare and submit a final report with two sections: (a) Partnership conference and; (b) Staff retreat detailing:
    • Key outcomes.
    • Progress towards achieving 2023 commitments.
    • The reflection and learning retreat proceedings and division of roles.
    • Recommendations for staff and management to adopt for the remaining period.
