The EU is redefining its global partnerships. Since 2021, the EU Global Gateway (EUGG) has been an important strategic element of the EU's external assistance, supporting investment projects and connectivity between Europe and countries and regions in Africa, Europe and Central Asia (EMC) as well as in Asia, Pacific, South America and the Caribbean.


GIZ has initiated its own initiative to support its cooperation with the EU and BMZ on EUGG. The aim of the initiative is to promote investments in partner countries in line with and by leveraging the EUGG funding instruments. It aims to reduce investment uncertainty and highlight the potential and added value of accompanying technical cooperation. The initiative will foster more strategic, solution-oriented dialogue among partner countries, the private sector, and German and European development cooperation stakeholders.


To date, 12 transport and mobility corridors have been defined by EUGG on the African continent, with a current total investment volume of EUR 150 billion in 116 EU projects. Focus areas under EUGG in the African context are strengthening transport and connectivity, the green transition and digitalization, as well as (critical) raw materials.


In addition, GIZ is implementing a technical assistance programme in the Northern Corridor (Mombasa-Kisangani), with a focus on improving framework conditions for private investment in infrastructure, preparing a pipeline of bankable projects and improving sustainability and reducing emissions along the Corridor. The project is implemented as an integrated consortium in close cooperation between a number of bilateral, regional and global projects.


We are now looking for an advisor to be assigned complementarily to the Northern Corridor team based in Nairobi, supporting focus interventions the corridors Kisangani-Mombasa and N’Djamena-Libreville.


Responsibilities

A. Responsibilities


  • Monitor developments related to the 5 GG sectors (digitalization, climate & energy, transport, health, research and education) across the EU Investment Corridors in East and Central Africa, especially the corridors Kisangani-Mombasa and N’Djamena – Libreville, also with a focus on fragility

  • Develop and sustain working relationships with EU delegation offices, regional organizations (e.g., AU, RECs, AUDA-NEPAD, AfDB), in close cooperation with the bilateral and regional GIZ portfolio

  • Reach out to national and sub-national government representatives (e.g., ministries of transport, trade, planning) to gather insights on transport corridor priorities, needs, and policies under GG.

  • Identify and maintain contacts with public and private stakeholders involved in the 5 GG sectors to facilitate project designs and approaches under GG.

  • Facilitate coordination between EU-funded initiatives and regional corridor strategies to
    promote coherence and synergies

  • Promote dialogue and foster alignment between national plans and regional/EU-supported initiatives in the context of the corridors.

  • Collect, synthesize, and report relevant information back to GIZ headquarters to inform strategic and operational decision-making

  • Develop ideas, concepts and innovative approaches for strengthening sustainable infrastructure development along the priority corridors, e.g. linking hard and soft infrastructure for an improved transport and trade performance.

  • Advice partner institutions (especially the Northern Corridor Transit and Transport Coordinating Authority) on the prioritization of infrastructure development and preparation of priority projects in the Northern Corridor.

  • Support the planning and implementation of concrete activities (studies, dialogues, workshops, conferences) along the Northern Corridor in close coordination with the Northern Corridor GIZ Team.

  • Identify implementation challenges and opportunities for technical support or policy engagement.

  • Contribute to monitoring and evaluation processes, including the collection of results data
    and qualitative feedback from stakeholders.

B. Required qualifications, competences and experience

Essential:

  • A master’s degree in international relations, Political Science, Economics, Transport Management, Civil engineering, Trade or related fields.

  • Minimum of 5 years of professional experience in development cooperation, ideally connected to one or more of the following subject areas: trade, digitalization, energy, transport policy, infrastructure, or regional integration.

  • Strong understanding of either Africa’s transport corridors and logistics or trade and regional integration frameworks (e.g., African Continental Free Trade Area – AfCFTA, Regional Economic Communities – RECs).

  • Experience in organizing multi-stakeholder workshops or conferences.

  • Experience in networking, relationship building, and stakeholder management.

  • Demonstrated ability to work in a multicultural environment and handle complex and sensitive political dynamics.

Communication

  • Strong reporting, communication, and presentation skills in English and French (preferably).

  • Should be able to speak and write clearly in both English and Kiswahili

  • Handle tense situations with diplomacy and tact.

  • Strong computer skills (Microsoft Office, internet research, social media, other digital tools)

Desirable

  • Proven experience working with international organization's, EU institutions, African governments, or regional organizations on infrastructure, transport, or trade-related projects.

  • Familiarity with EU-funded development projects and procedures.

  • Experience in the transport or logistics sectors, particularly in Africa.

  • Experience working in fragile contexts, preferably in Africa.

  • Familiarity with EU Global Gateway.

Client orientation

  • Strong client orientation and commitment to establishing and maintaining productive partnerships with clients.

  • Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate challenges.

  • Takes personal responsibility and accountability for service delivery to clients and keeps clients well informed of progress or setbacks in projects.
