Job Summary

The M&E Specialist (Social Impact) is a member of the USAID’s Northern Uganda Development of Enhanced Local Governance, Infrastructure, and Livelihoods (NUDEIL) Project Implementation Team. The M&E Specialist (Social Impact) will work alongside other technical personnel to provide research and social impact analysis to improve systematic learning through monitoring and evaluation that informs and improves relevancy, quality and cost-effectiveness of NUDEIL activities. The M&E Specialist (Social Impact) will lead the establishment and implementation of performance measures for the NUDEIL project.
  • A Masters Degree in Public or Development or Social Sector related fields
  • Minimum of 5 years of relevant work experience in project monitoring and evaluation or impact analysis of similar undertakings
  • At least 5 years working experience in Local Government related fields
  • Demonstrated ability in data analysis, project monitoring and evaluation of development activities
  • Familiarity with social impact assessment methodologies and latest developments in the impact measurement field as it relates to social investment
  • Experience in conducting capacity building and technical support services in Local Government related fields


  • Design and manage implementation of M&E specific activities
  • Monitor and periodically review NUDEIL’s information systems to ensure a consistent conceptual framework and methodology for the collection and analysis of social performance data across all associated interventions is in place
  • Provide technical leadership to develop the M&E tools, plans and indicators; and field oversight of all M&E activities, including the appropriate application of MEL methodologies
  • Ensure timely collection of project performance data, perform quantitative and qualitative analyses, social performance data and produce required reports
  • Report monthly, quarterly and annual progress on all project activities to the MoLG Project Focal Person
  • Assist the MoLG Project Focal Person in preparing Quarterly and Annual reports
  • Coordinate the dissemination of findings, lessons and recommendations, and assist the MoLG management in using the performance information for decision-making and resource allocation
  • Provide feedback to the Project Focal Person on project strategies and activities
  • Work with NUDEIL project staff to embed social impact assessment and recommendations into the NUDEIL implementation
  • Work closely with M&E Specialist (Engineering and Technical Support) to build implementing staff capacities in M&E
  • Perform other duties as required from time to time
