Principal Procurement Officer

i. A Bachelor's Degree in Supply Chain Management, Business Administration (Procurement Option) or any other relevant degree from a recognized University.
ii. Diploma in purchasing and Supplies Management (Chartered Institute of Purchasing and Supplies).
iii. Member of the Kenya Institute of Supplies Management or CIPS.
iv. Holds a Valid Practicing License.
v. Served in a comparable and relevant position in the Public Service or Private Sector for a minimum period of five (5) years.
vi. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.
a) Certificate of Good Conduct from the Directorate of Criminal Investigation
b) Clearance Certificate from Higher Education Loans Board (HELB)
c) Tax Compliance Certificate from Kenya Revenue Authority (KRA)
d) Clearance from the Ethics &Anti-Corruption Commission (EACC)
e) Clearance from Credit Reference Bureau (CRB)

i.    Ensuring competitive bidding procedures and that Administration of contracts and Negotiations are efficiently performed.
ii.    Training of user Department on Procurement Procedures.
iii.    Responsible for development of Procurement Plan.
iv.    Preparation of tender documents.
v.    Management and Maintenance of procurement records.
vi.    Processing of orders in the system.
vii.    Definition of suppliers in the system.
viii.    Participate in tender evaluation.
ix.    Being Secretary to the Procurement Committee.
x.    Monitoring Contract Management by user Departments to ensure implementation of contracts per terms and conditions of contract.
xi.     Ensuring adherence to the Public Procurement & Disposal Act.
