Person Specifications
For appointment to this grade, an officer must have:
- At least twelve (12) years cumulative relevant work experience, five (5) of which should have served at a management level;
- Bachelor's Degree in Education from a recognized institution OR Bachelor's Degree in a relevant discipline plus a Post Graduate Diploma in Education from a recognized institution;
- Master's Degree in a relevant discipline from a recognized institution;
- Management Course lasting not less than four (4) weeks from a recognized institution.
- Demonstrated competence and merit in work performance;
- Proficiency in computer applications;
- Fulfill the requirements of Chapter Six of the Constitution only for the successful applicants.

- Aligning syllabuses to assessments;
- Developing assessment regulations and guidelines;
- Training and recruiting setters and moderators;
- Preparation of assessment timetables;
- Coordinating development of assessment tools/papers;
- Analyzing assessment test items/papers and preparing feedback reports;
- Conducting performance appraisal of officers in the department;
- Capacity building of teacher trainers in assessment;
- Coordinating pre-testing of test items;
- Preparing and implementing approved departmental work plan, procurement plan, and budget;
- Coordinating validation of marking schemes during marking;
- Developing and implementing effective risk management strategies;
- Chairing Course and awards Panel meetings;
- Ensuring security and confidentiality of all examination/assessment materials;
- Advising the Director, Test Development on any issues relating to test development.
