Role Overview

The Proposal Management Lead (PML) position manages the proposal process to achieve wins in the pre-solicitation phase through proposal submittal and in the post-submittal period to ensure all administrative activities are complete.

The PML is responsible for the management, development, and delivery of compliant, competitive proposals by managing the whole proposal development process including proposal calendar, proposal outline, and inputs; writing with technical and pricing experts, reviews, and compilation, signoff, and submittal. The PML collaborates with the capture lead as well as the technical experts to ensure partners, proposed staff, pricing, win themes/value proposition, and other critical proposal elements are addressed, decided, and included in the proposal. The PML may, from time to time support BD efforts including business intelligence and capture efforts, as required and provide other BD inputs to improve the win rate.

The PML ensures its processes, tools, and training are updated, socialized, and relevant for the work and that the organization's style guide for proposals is updated, socialized,and practiced during proposal development activities. The PML is responsible for the quality and timely delivery of the entire proposal including the technical and pricing components.

Experience Required

  • BA or MA in a communication, policy, business, international development, or related field; a Master's degree is a plus

  • Three years of experience in proposal development with success

  • Ability to work independently and collaboratively as part of a team

  • Analytical, reasoning, planning, and problem-solving skills

  • Ability to present to leadership and partners to demonstrate strong communication skills

  • Strategically minded, client-focused, and able to understand the client's and organization's mission, business, and requirements

  • Ability to demonstrate strong attention to detail, time management, high performance culture, professionalism, and organizational skills

  • Eager to be part of the
    high-growth company working with local governments and development banks

  • Command of MS Office Suite, including PowerPoint, Project, and Excel

  • Excellent meeting facilitation skills

  • Strategic understanding of BD and proposal management

Desired skills & competencies

  • Experience in BD and proposal management, ideally within the organization's market

  • Demonstrate experience planning for, developing, and submitting compliant proposals (solid win rate preferred), including understanding the requirements; outlining the tender to ensure understanding and compliance from the capture lead and writer(s); developing the proposal strategy, and win themes; and leading the writing and cost sections with the writer(s) and pricer

  • Experience writing proposal sections with excellent writing, editing, formatting,
    research, and communications

  • Demonstrate skills in developing high-quality proposals for the World Bank, USAID, AfDB, or other development finance institutions (DFIs)/ bilateral donors, preferred

  • Understanding of win themes and selling the proposal (despite what technical teams want)

  • Demonstrated ability to manage proposals

  • A strong network of clients and partners and relationships within those to pursue
    opportunities preferred

  • Experience with the organization's technical core business and understanding of the sector market preferred

  • Understanding of clients' and organizations' offerings

Proposal Writing

  • Responsible for and leads the proposal management activities of the organization with a win-focus

  • Collaborate and coordinate across capture, business development, account, and project teams to ensure a compliant and compelling proposal is submitted on a timely basis

  • Facilitate and lead design sessions including solution design, win themes, management approaches, color reviews, and pricing according to the solicitation requirements

  • Review all proposal sections, including annexes; conduct re-writes and substantial
    technical editing, as required

  • Work closely with the writers and ensure/oversee writer editing and compliance with the requirements

  • Ensure quality and time proposal management and proposal development process and conduct quality checks to ensure win themes (messaging) are weaved throughout the proposal.

Proposal Coordination

  • Work with the BD team to track proposal management processes, delivery, and win rates

  • Lead and/or oversee proposal production for timely submittal and ensure leadership signoff

  • Support teaming as required and ensuring proposed staffing administrative requirements are complete for the proposal

  • Manage the proposal development team including technical experts and writers, as required

  • Update and present issues to BD and leadership as required tracking key capture
    management metrics: Oversee and update key metrics related to capture
    management, including, the value of proposals submitted, segmenting the different
    opportunities by-products, tracking win rate, and providing market intelligence
    on funder interests in new opportunities which Sanivation can apply for

  • Practice and enforce proposal development and submission deadlines

  • Ensure all client communication during the solicitation process is received, reviewed, and socialized accordingly with the BD and technical teams and that any updates and changes to the proposal are socialized with the BD team and are completed

Quality Control

  • Develop, maintain, update, and train on proposal management processes, including templates, tools, and training modules with slides;

  • Conduct quality checks and ensure standardization of Sanivation messaging, value proposition, and processes across funnel stages (from identification to closing of an opportunity).

  • Manage the proposal calendar; lead regular proposal meetings; lead the partner
    kick-off meeting; and lead all color team reviews of the proposal

  • Ensure all administrative actions are completed in the post-submittal period including all filling, lessons learned, etc

Business Development Intelligence

  • Support business intelligence for upcoming opportunities

  • Monitor key trends and share them with the Sanivation team

  • Support the team in screening opportunities and developing concepts and proposals as per funder/DFI requirements
