Qualifications/special skills

  • An advanced university degree (master’s degree or equivalent) in urban planning, electric engineering, environmental science or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum of five (5) years of professional experience in policy development in sectors such as transport, sustainable mobility, or infrastructure mobility, renewable energy, environment or development is required. Experience working with GEF or UNEP projects is required.
  • Drafting project proposals and assessing project documents, including concepts, progress reports, work plans, and financial documents (budgets and expenditure reports) is required. Working for multilateral or bilateral funding entities in the field of climate change, transport, mobility, renewable energy environment or development is a desirable


Responsibilities

For the development of the CEO endorsement request package:

  • Prepare a development strategy and methodology, including a provisional timetable.
  • Develop the project “skeleton” document, consisting in a 2-page document indicating the proposed project components, outcomes, outputs (with budget at output level), deliverables, as well as the proposed indicators, the problem tree and the theory of change.
  • Develop the log frame, the Problem Tree, the Theory of Change, the SRIF checklist and the results framework for the project. For this, the consultant will liaise with the UNEP SMU and CMU to ensure that the language of objective, outcomes and outputs and respective indicators are aligned with UNEP and GEF guidance.
  • Prepare and organize in close coordination with relevant project partners a stakeholder consultation workshop (1st in-county mission) to develop input to the CEO Endorsement Document (Theory of Change, log frame, results framework, budget, workplan, stakeholder engagement plan, gender action plan, etc.). This workshop will be held to consult the project scope and related budget allocation, develop the monitoring framework, and agree on the modalities to collect high-level data, explore institutional arrangements and discuss execution roles and responsibilities of all parties.
  • Prepare a consultation workshop report summarizing the findings, recommendations and decisions taken during the workshop. 6. Prepare a 1st draft of the CEO Endorsement Document and submit it to the SMU including:
  • Indicative co-finance contributions.
  • Gender, including gender action plan (this plan consists of gender-responsive deliverables already included in the alternative scenario).
  • Environmental and Social Safeguards (SRIF).
  • Core indicators: Emission reduction and beneficiary calculations, including a description of the methodology used.
  • Budget, procurement plan and workplan. A GEF-8 CEO Endorsement Package with all annexes will be provided by UNEP SMU upon signature of the contract. All annexes are mandatory for UNEP and need to be filled in.
  • Use the agreed templates for budget, workplan, log frame, results framework, TORs, etc. GEF templates can change overtime and if there is a change in templates, there will be a need to use the most recent ones.
