To manage implementation of Human Resource policies, strategies,
regulations and guidelines in the City Council

(a) Qualifications

i. An Honors Bachelor’s Degree in either Human ResourceManagement, Social Work and Social Administration,Management Science, Business Administration (ManagementOption), Business Studies (Management option), OrganizationalPsychology or any other degree with Personnel/Human ResourceManagement as an option from a recognized institution

ii. A Master’s degree in any of the above fields.


(b) Experience

Six (6) years working experience, three of which should have beenserved at Senior Human Resource Officer Level in government. Orequivalent level from a reputable organization


Responsibilities
To manage implementation of Human Resource policies, strategies,
regulations and guidelines in the City Council

(a) Qualifications

i. To ensure implementation of human Resource policies,
regulations, practices and monitor their implications in the CityCouncil;

ii. Coordinating the Performance Management function in theCity/Authority;

iii. Planning and coordinating implementation of staff training andDevelopment (Human Resource Development) programmes;

iv. Planning and coordinating of implementation of staff welfare and

wellness programmes and activities;

v. To coordinate the implementation of Staff welfare and terminal

benefits programmes;

vi. Coordinating compensation and payroll management process;


vii. Providing technical leadership and coordinating the formulation

and implementation Human Resource planning programmes;

viii. Interpreting, implementing and proposing the review of Human

Resource policies, regulations and practices;

ix. Receiving and attending to matters pertaining to employee

relations, grievances and complaints handling;

x. Providing guidance and counseling services to staff on Human

Resource Management issues;
