Requirements for Appointment: -

  • Be an employee of Tharaka Nithi County
  • Have a Bachelor’s degree in any of the following disciplines: Economics, Statistics, Actuarial Science, Mathematics, Project Planning and Management, community development or equivalent qualification from a university recognized in Kenya.
  • Master’s degree in any of the following disciplines: Economics, Monitoring and Evaluation, Project Planning and Management or equivalent qualifications from a university recognized in Kenya will be an added advantage.
  • Certificate in computer applications from a recognized institution.
  • Professional certification in Monitoring and Evaluation will be an added advantage.
  • Have at least five (5) years professional experience in public service; and
  • Have demonstrable competence in administration of not less than three (3) years;


Responsibilities

The officer reports to the Director Budget and Economic Planning and will be responsible for assisting the Budget and Economic Planning in:

  • Lead the monitoring and evaluations team in establishing clearly defined and measurable outcomes for the implementation of the Monitoring and Evaluation framework;
  • Lead person in monitoring the implementation of national and county government’s development plans and evaluating the performance of national and county governments and recommending appropriate action;
  • Coordinate the preparation and submission of quarterly and annual reports of the Committee’s activities;
  • Coordinate policy development and review;
  • Coordinate development, review and implementation of the Strategic Plan and Service Charter;
  • Coordinate the development, implementation and evaluation of the Performance Contract and Master plan; reporting on progress in the implementation of projects and programmes;
  • Coordinating service delivery surveys;
  • Develop implement and realize the division’s strategic plans and objectives; preparation and implementation of division’s performance appraisal systems and contracts; instituting operational accountability and team building; ensuring compliance with principles and values of governance such as transparency, accountability, ethics and integrity; and overall supervision, control, discipline, recruitment, training and development of staff within the division.
  • Carry out feasibility studies on all service delivery projects;
  • In consultation with departmental heads, develop annual work plans and procurement plans; and
  • Any other duty that may be assigned by the supervisor from time to time.
