Junior Finance Specialist (Energy Transport and Climate Change Cluster)

GIZ’s Energy, Transport and Climate Change Cluster supports Kenya’s transition towards a climate-resilient, low-carbon and inclusive economy, working with government, development partners, private sector, academia and civil society.

The Cluster is seeking an Administrative Assistant to provide efficient administrative and organisational support to Cluster Management, ensuring compliance with GIZ processes and regulations.

The position is based within the Cluster’s Service Unit, which provides financial and administrative support across multiple projects. The role will therefore support the Cluster as a whole rather than being assigned to a specific project.


The Main role of the junior finance specialist is:

Payments:

  • Reviewing and verifying invoices for accuracy, completeness and compliance with contractual obligations, GIZ internal processes and rules (PuR) and the respective accounting statutory requirements and laws

  • Monitoring, following-up on payments done by the payable unit in country office and focal point for the project colleagues for updates on payment status

  • Supporting petty cash management, including processing cash payments and performing regular reconciliations

  • Monitoring and following-up on outstanding receivables to ensure timely collection and
    accurate reconciliation

  • Prepare excel sheets for MPESA details for payments

  • Supports the calculation of travel advance and settlement payments

VATs

  • Assist in preparation the ETCC Cluster VAT exemptions for the partner Ministries approval and submission to the Country office for further processing with the National Treasurey and Kenya Revenue Authority

  • Monitoring of VAT exemption processes within the cluster and focal point for the project
    colleagues for updates on the status

  • Distribute the DA1 forms to suppliers once fully approved

Financing Arrangments:

  • Supporting the project teams in the preparation and review of budget proposals for
    contract development

  • Preparation of the draft contracts and contract amendments in accordance with applicable policies, procedures, and contractual requirements.

  • Support in facilitating training sessions for partners on financial arrangements and GIZ administrative, financial, and compliance procedures

  • Support in reviewing partner financial reports and disbursement requests for accuracy, completeness, and compliance prior to submission for approval

  • Monitoring of financial arrangements in the cluster

General tasks:

  • Support in providing documents required during Internal Control or external audits

  • Filing financial administration documents in accordance to GIZ filing rules

  • Advisory and guidance of project colleagues on accounting and finance policies, internal guidelines and statutory requirements in line with accounting principles


Qualifications & Specialist Knowledge

  • Bachelor’s degree in accounting, finance, business administration or comparable degree

  • At least 1-2 years’ proven experience in a finance specialist role, preferably in an international organization or a multicultural environment

  • Proficient in using standard office software (e.g. Microsoft Office applications)

  • GIZ Experience is an added advantage


Other knowledge requirements, additional competencies

  • Excellent verbal and written communication skills.

  • Fluency in English and Kiswahili; German is an advantage.

  • Strong organisational, time-management and multitasking skills, with attention to detail.

  • Excellent interpersonal, intercultural and problem-solving skills.

  • Ability to work independently, flexibly and effectively under pressure.

  • Proficiency in standard office equipment and applications.

  • Willingness to learn and upskill as required.
