Requirements
  • Bachelors in civil engineering, Structural Engineering, Infrastructure Engineering, or a highly related technical field.
  • Registered with Uganda Engineers Registration Board would be added advantage.
  • Minimum of 2–3 years of practical experience in civil engineering, structural construction, technical supervision, or site planning.
  • Experience working with district councils in rural infrastructure development and construction
  • Experience working with INGO or UN agencies would be added advantage.
Responsibilities
  • Review and validate technical designs, blueprints, and Bills of Quantities (BoQs) for civil works.
  • Provide technical guidance to the Procurement Committee on tendering processes, contractor identification, prequalification, contracting, and termination.
  • Advise on alternative construction methods, techniques, and materials where proposed approaches are not feasible or do not comply with agreed standards.
  • Prepare and submit timely site inspection, progress, quality, and risk assessment reports, including technical highlights, within two days after each inspection to support IRC management decision-making.
  • Guide the process of obtaining building occupancy permits.
  • Oversee construction activities to ensure compliance with approved designs, drawings quality standards, safety regulations, and project timelines.
  • Supervise and monitor the daily performance of contractors, casual workers, masons, and participating community groups.
  • Provide technical expertise and guidance to local communities, government agencies, and other stakeholders involved in project implementation.
  • Ensure contractors consistently implement safeguarding measures and comply with occupational health and safety requirements on site.
  • Support coordination of site handover and commissioning processes.
  • Follow up on issues arising during the defects liability period and recommend corrective actions where necessary.
  • Inspect sites at the end of the retention period and verify final contractor payments or recommend repair works in line with contractual obligations.
  • Monitor project material usage and ensure contractors maintain adequate labor capacity and updated site instruction records.
  • Coordinate regularly with internal project teams, consortium partners, government counterparts, and other stakeholders on infrastructure progress.
