Introduction

The Kenya Private Sector Alliance (KEPSA) is the apex body of the private sector in Kenya. KEPSA brings together local and foreign business associations, chambers of commerce, professional bodies, corporates (small, medium and large), start-ups and multinational companies from all sectors of the economy in the country, representing over 1 million businesses under one umbrella. The Alliance serves as a federation of over 90 Associations and professional bodies and is the focal point of the East Africa Business Council (EABC), which is the apex body of businesses in East Africa.

The Alliance enables its diverse membership of the business community to speak in one voice when engaging the Government, development partners and other stakeholders on cross-cutting policy issues affecting private sector development and engages in implementing programs that ensure the growth of businesses and the social-economic development of the country.

KEPSA supports businesses with opportunities for training, networking, financial linkages, mentorships & coaching, access to markets, value chains and investment opportunities while
working closely with many partners from across the world.


Program Description

KEPSA has institutionalized effective Public-Private Sector Dialogue (PPD) platforms of engagement with all arms of government through which it seeks pro-growth policies, legislations and regulations that improve conditions for expanded trade, investment and competitiveness for Kenyan businesses to create wealth and jobs and grow the economy. The PPD program has identified challenges at the sub-national, national and EAC regional level that form its proactive agenda on interventions that support reforms around implementation and enforcement of laws, policies and administrative practices through multiple PPD frameworks to resolve business environment issues around trade facilitation, regional and national transport and logistics, customs and tax, standards and trade negotiations. These
interventions are expected to catalyze increased Kenyan exports and creation of jobs and investments. KEPSA requires services of a Research, Monitoring and Evaluation Specialists who will work with its existing team in the PPD(Public-Private Dialogue Specialist), Policy Research, Membership and Communication Departments towards the successful implementation of this program.


About the Role

The objective of this role is to oversee, coordinate and manage KEPSA’s overall research and M&E tasks to strengthen its PPD programs and outcomes, knowledge management, results
tracking and learning. The Research, Monitoring and Evaluation Specialist shall report directly to the Deputy CEO for Competitiveness and Operations. The holder of this position will be expected to contribute to building institution-wide policy research and M&E systems and design frameworks like dashboards for tracking and communicating results and impacts of KEPSA’s PPD work, ensuring strong knowledge management across the PPD activities and inculcate a culture of results tracking, learning, communication and improvements in PPD delivery.

Function and
Duties:

A.
Research:

  • Participates in designing PPD research needs, data collection and analysis, and help facilitate use of data by KEPSA PPD team and members.

  • Coordinates preparation of seminal presentations and speeches that are backed by relevant data for KEPSA’s leadership.

  • Leads the development and coordinate the implementation of KEPSA’s policy analysis and research working with different departments to harness and align research to KEPSA members’ information needs and departmental strategic plans.

  • Designs proposals, methodologies and terms of references for research on a wide-array of sectoral and thematic topics that contribute to strengthening KEPSA’s PPD work.

  • Coordinates secondary data review and desk research.

  • Analyses raw data and generates descriptive analysis of quantitative data as well as content analysis of qualitative data collected by KEPSA to strengthen its advocacy work and results communication to KEPSA membership.

  • Edits and reviews KEPSA produced research.

B.
Monitoring and Evaluation:

  • Supports the design and implementation of monitoring and evaluation frameworks that aligns all KEPSA’s departmental M&E needs and performance tracking dashboards into a single framework.

  • Leads the preparations of PPD and Research annual work-plans and budgets.

  • Responsible for semi-annual progress reviews and annual reporting of business reforms work undertaken in the year, focusing on achievements, private sector contribution and the remaining work.

  • Participates in report writing,including working with publications to finalize and publish research and other program documents.

C.
Other:

  • Provides capacity building for KEPSA staff on M&E, results-based reporting and how to feed information on the results-trucking dashboards.

  • Coordinates and attends project meetings and represents KEPSA at national and international fora as may be required.

  • Undertakes any other tasks as required and commensurate with the level of this post.

Candidate Qualities

  • The candidate shall hold a Master Degree in a field related to business and data analytics, statistics, economics and monitoring and evaluation with at least 10 years of
    professional experience.

  • A staunch researcher and policy analyst with proven experience and track record in the area of private sector development, macro and micro economics.
  • Excellent research, data mining, information management and networking skills
  • Great knowledge and skills in designing survey and data analytics tools.
  • Proven experience in building reliable internal monitoring, evaluation and learning system for the business strategy implementation
  • Knowledge and proven experience of M&E and project management and reporting.
  • Excellent writing, strong analytical and presentation skills and production of high-quality written outputs in a timely manner.
  • Strong problem-solving and decision-making capabilities based on use of data.
  • Excellent organizational, coordination and inter-personal skills
  • Excellent English verbal and written communication skills.
  • The candidates should also have worked in the private sector, public sector, business organization or international organizations in project management, business management, or policy research positions for at least 5 years.
