Qualifications

  • Advanced degree in Development Studies, Economics, Project Management, Social Sciences, Monitoring & Evaluation, or a related field.
  • Minimum 5 years of experience conducting evaluations or assessments of development or humanitarian projects.
  • Proven experience in M&E, qualitative and quantitative research and data analysis.
  • Experience working on livelihoods, reintegration, migration, economic inclusion, or cooperative development programs is a strong advantage.
  • Demonstrated knowledge of participatory assessment methodologies.


Responsibilities

Objectives:

  • Compare current beneficiary conditions with baseline findings to determine project progress.
  • Document beneficiary perceptions of project interventions and assess whether their needs are being adequately addressed.
  • Identify unintended outcomes, positive or negative, arising from the RECONNECT project.
  • Identify implementation challenges and opportunities that can inform project improvement.
  • Generate evidence to guide adaptive planning for the remaining project period, which will strengthen delivery and impact

The consultant/firm will

  • Review project documents including proposal, workplans, reports and other relevant project information vis-a-vis what will be obtained.
  • Conduct field visits to Lagos, Edo, and FCT.
  • Interview key stakeholders including project staff, beneficiaries, cooperative leaders, private-sector partners, and other relevant stakeholders.
  • Collect quantitative and qualitative data using mixed‑method tools.
  • Analyse data to assess project performance against targets.
  • Evaluate the sustainability and efficiency of ongoing interventions.
  • Examine gender, protection, and inclusion considerations within the program.
  • Prepare and submit a comprehensive Mid‑Project Assessment Report
  • Present findings to the project team and stakeholders.
