GIZ is a federally owned enterprise operating worldwide, assisting the German Government in achieving its policy objectives in the field of international cooperation. It offers demand-driven, tailor-made and effective services for sustainable development worldwide. In Tanzania and across the region GIZ supports the Government of the United Republic of Tanzania and the EAC in attaining their development goals.

The GIZ programme ‘’Digital Transformation Centre Tanzania’’ aims to strengthen the expertise in applying digital approaches in the fields of gender equality and human rights among key stakeholders in Tanzania. By tack-ling local digital transformation challenges and prioritizing participatory processes it bolsters both the economy and society. To achieve this the Digital Transformation Centre amalgamates innovative capacity, technical expertise, IT knowledge, research, and a start-up mentality. Unlike private-sector initiatives, which often cater to elites, the DTC in Tanzania prioritizes the advancement of women and girls, as well as marginalized populations affected by the digital divide.


The project is seeking a Senior Advisor to co-lead the implementation of the commission across technical, commercial, and administrative dimensions to ensure results-oriented planning, monitoring, reporting, and evaluation in line with GIZ quality standards.

Responsibilities

Responsibilities and Tasks

  • Co-lead the implementation of the commission in all technical, commercial and administrative aspects

  • Ensure results-oriented planning, monitoring, reporting and evaluation in line with GIZ’s quality standards

  • Manage external assessors and consultants for the provision of services

  • Coordinate the commission-related dialogue and cooperation with the commissioning parties, political partners, implementing partners and clients

  • Establish synergies and interfaces with other projects and initiatives in the sector, cluster and beyond

  • Contribute to cluster management and its further development

  • Contribute to GIZ external communication and public relations in relation to the commission

Qualifications and Professional Experience

  • Master’s Degree in a relevant field (e.g., information systems/ICT, economics, public policy/administration, project management, international development) or equivalent qualification.

  • At least 7 years of relevant professional experience working in projects/programmes in international development cooperation

Proven expertise in:

  • Commission/portfolio management, results-based management, monitoring and evaluation.

  • Broad network in the private sector and digital innovation ecosystem in Tanzania

  • Steering external service providers (tendering, contracting, performance and quality management).

  • Stakeholder management with public sector, private sector, and donors.

  • Applying digital solutions and agile methods in delivery.

  • Strong analytical and reporting skills; ability to use data for decision-making.

  • Excellent communication, facilitation, and networking skills; ability to tailor messages for external audiences.

  • High intercultural competence, problem-solving ability, and strong quality and risk awareness.

  • Fluency in English and Swahili

  • Fluency in German is an asset

  • Willingness to frequent travel to Dodoma and other locations when required /according to project needs and partner dialogue

Additional Competences:

  • Ability to work independently and flexibly on a diverse range of projects

  • Adaptability and willingness to support and collaborate with different teams outside the scope of responsibility
