The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supports local communities
in Sudan in improving their livelihoods, despite the challenging circumstances that they face. The organisation collaborates across a range of sectors with national, regional, and international implementing partners, as well as civil society actors. Together they reach Sudanese host community members, internally displaced persons (IDPs), and refugees.


The GIZ’s “Analysis & Risk Unit” (ARU) advises all projects in Sudan in the areas of context information, analysis, and risk management to ensure that GIZ programming is conflict sensitive and adheres to do-no-harm principles.


To support this work, the ARU is recruiting a Risk Management Advisor with demonstrated
abilities in the following areas:



A. Key Responsibilities

The Risk Management Advisor will be responsible for:

  • Context Monitoring & Analysis – Continuously track and analyze political, economic, security, and social developments in Sudan to assess risks and opportunities for GIZ’s programming.

  • Conflict Sensitivity Advisory – Provide guidance on conflict-sensitive programming by identifying potential risks and ensuring project activities align with "Do No Harm" principles.

  • Risk Assessment & Early Warning – Develop risk assessments and early warning reports to inform strategic decision-making and operational planning for GIZ projects.

  • Research & Analytical Writing – Conduct in-depth research and draft analytical reports, briefs, and risk assessments on key issues affecting GIZ’s work in Sudan.

  • Internal Reporting & Briefing – Regularly provide briefings, presentations, and written updates to GIZ teams and leadership on evolving risks, security concerns, and policy developments.

  • Stakeholder Mapping & Engagement – Identify and analyze key actors, including government bodies, local communities, NGOs, and armed groups, to enhance context awareness and engagement strategies.

  • Coordination with External Partners – Liaise with other international organizations, donors, and experts to exchange information and enhance GIZ’s contextual understanding and risk mitigation strategies.


Other Duties/Additional Tasks

  • Perform other duties and tasks at the request of management.

Required qualifications, competences, and experience.

Qualifications.

  • Educational Background – Advanced university degree (Master’s or equivalent) in a relevant field.

  • Business-fluent (minimum B2 on the CEFR scale) in English and Arabic.

  • Research & Analytical Skills – Strong ability to conduct structured research, synthesize complex information, and produce clear, concise analytical reports, policy briefs, and risk
    assessments.

  • Proficiency with Microsoft Office applications; experience with with advanced analysis software, OSINT and/or data visualisation tools (e.g. Power BI, Tableau, or others) is an asset.

  • Ability to work both individually and as part of a diverse, intercultural team spread out across multiple countries and time zones.

  • Strong analytical and problem-solving skills, with attention to detail.

  • Good communication and presentation skills, with a proven ability to translate complex issues into accessible analysis for decision-makers and technical teams (briefs, maps, graphics, dashboards, reports).

  • Ability to work effectively under pressure and manage multiple priorities.

  • High degree of professionalism, discretion and understanding of data protection and ethical data use principles, especially in fragile and conflict-affected contexts.


Professional experience.

  • At least 5 years of experience in conflict research & analysis, risk assessments, political economy analysis or a related topics, preferably covering Sudan or the Horn of Africa; experience in the diplomatic, humanitarian, development, or peacebuilding sectors is an advantage.
