cooperation for sustainable development and international education work, GIZworks with its partners to develop effective solutions that offer people betterprospects and sustainably improve their living conditions.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the
German Federal Ministry for Economic Cooperation and Development (BMZ) and in
cooperation with the Somalia Federal Ministry of Interior and Federal Affairs, is implementing various projects in Somalia, across multiple sectors and regions. In Baidoa, GIZ is implementing Support for Internally Displaced Persons, Host Communities and Reintegration of Returnees in Somalia.
The planned project “Support for Internally Displaced Persons, Host Communities and Reintegration of Returnees in Somalia”, implemented by GIZ on behalf of BMZ and the EU is aiming to improve the conditions for socio-economic and psychosocial resilience of IDPs, returnees and host community members across four federal member states.

The project promotes socio-economic inclusion through basic and vocational skills training and small business support and savings groups, paired with capacity building for government, civil society and private sector actors. It strengthens gender-responsive psychosocial support by training community multipliers in trauma-sensitive approaches and running community-based activities that build self-help capacities. Multi-stakeholder policy dialogues in Baidoa, Garowe,
Kismayo and Mogadishu translate community-level experience into evidence-based policy recommendations and strengthen coherence across local, state and federal governance levels. A structured referral mechanism maps available reintegration services in a digital directory and equips government officials and community coordinators to connect returnees to support. Participatory projects in selected locations strengthen community-based service delivery for returnees and host community members alike.



Responsibilities
  • Coordinating field activities in Mogadishu and contributing to timely, high-quality delivery
    of results.

  • Supporting implementation, planning, monitoring and reporting of project activities.

  • Maintaining effective working relations with local authorities, partner organizations and
    communities.

  • Contributing to policy dialogue and advisory processes with government counterparts at local and federal level.

1. Coordination and Management.


  • Coordinates day-to-day project activities in Mogadishu, tracking progress against planned results and the project work plan.

  • Integrates cross-cutting issues, including gender, conflict sensitivity and disability inclusion, into activity planning and implementation.

  • Advises project management and staff on field-level activities and supports synchronisation between planning and budgeting processes.

  • Oversees preparation, execution and documentation of training events, workshops, community forums and project meetings.

  • Develops and maintains the project work plan and contributes to action plan formulation.

  • Prioritises activities at the local level in consultation with target communities and beneficiaries.

  • Supports and supervises capacity building activities, including those targeting government partners and community-level actors.

2. Policy Advisory and Partnership

  • Engages with local and federal government counterparts to strengthen their capacity to act as effective implementation partners.

  • Contributes to policy dialogue processes and community-based multi-stakeholder forums in Mogadishu.

  • Develops terms of reference and expression of interest documents for consultants and implementing partners; monitors and reviews their work.

  • Networks with partners, UN agencies, civil society organizations and humanitarian actors operating in Mogadishu.

Qualifications and specialist knowledge

1. Qualifications

  • University degree in social sciences, development studies, public policy, international relations or a related field

2. Professional experience

  • 7years’ professional experience

  • Minimum four to six years of professional experience in project coordination, development programming or a related field.

  • Demonstrable experience working with displaced populations, returnees or vulnerable communities in Somalia or comparable fragile contexts.

  • Experience engaging with Somali government authorities at local and federal level.

  • Familiarity with MHPSS, livelihoods or socio-economic inclusion programming is an asset.

  • Prior experience with international organizations is required

3. Other knowledge, additional competences

  • Fluent written and spoken English and Somali Native. German Language will be an asset

  • Strong organizational and coordination skills with the ability to manage multiple tasks under time pressure.

  • Sound understanding of the Somali political, social and cultural context, including conflict dynamics.

  • Commitment to gender equality, conflict sensitivity and do-no-harm principles.

  • Proficiency in standard office software and reporting tools.

  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

  • Proactive, structured approach to work with the ability to manage multiple priorities

  • Customer- and service-oriented attitude

  • Maintains confidentiality in handling data and information

  • High commitment to integrity
