Minimum requirements:

Education:

  • An advanced university degree (Master’s or higher) in one of the following fields: Civil Engineering, Water Engineering, Environmental/hydrogeology Engineering, water resource management, sanitation engineering, project management

Work Experience:

  • Minimum of 5 years of responsible professional work experience in WASH infrastructure quality assurance and inspection, Programme management, monitoring and evaluation and/or knowledge management related to WASH, Environment and Climate programmes in Low Middle Income Country setting.

  • At least 3 years’ professional work experience in the related field programmes in Uganda is preferable
  • Previous work experience in UNICEF or UN agencies is an asset.

Language Requirements: Fluency in English is required Knowledge of a local language is an asset.

Responsibilities
  • Assess the required construction work on water systems and sanitation facilities (including latrines) in 50 schools and 15 health care facilities.
  • Develop BOQs and drawings in consultation with the District Local Government for bidding.
  • Prepare handover documentation in the prescribed format and facilitate handover of completed WASH facility to the school/health facility in charge in liaison with the district officials/others as advised by the Supervisor
  • Provide oversight on WASH construction through quality checks and certification of all major construction materials, ensure quality of workmanship and support certification of claims through regular supervision in a timely manner. In compliance with contract specifications, drawings and BOQs.
  • Prepare a qualitative assessment of functioning of the institutions including School Management Committees (SMCs), Health Unit Management Committees (HUMCs) in support of management of WASH facilities for 50 schools and 15 health facilities.
  • Conduct a WASH Knowledge Attitude and Practices (KAP) of key stakeholders in 65 institutions (schools and health) facilities.
  • Prepare and submit all relevant documentation, including site meeting reports, weekly assessment and construction progress reports, monthly progress reports, specific reports, site instructions, inspection reports, monthly work plan and all notable events that affect or could affect implementation. Site handover documents for each site from the contractor. Keep a record of GPS co-ordinates, photos and contacts for all institutions and communities supported / assessed.
  • Work closely with the target school and health facility heads and discuss observations made on the WASH infrastructure and guide on required action especially institutions that require minor repairs of existing facilities.
