Description
Education and Work Experience
- Advanced university degree (Master’s level or equivalent) in Monitoring and Evaluation, International Development, Social Sciences, Public Policy, Statistics, Economics, or a related discipline; or a combination of relevant academic qualifications and professional experience.
- A minimum of 5 years of progressive professional experience in monitoring, evaluation, learning and reporting, preferably within international development, rule of law, governance, or donor-funded programmes.
Languages
- Fluency in English is required. Knowledge of local language(s) is an added advantage
- Design, implement, and maintain Monitoring, Evaluation and Learning (MEL) systems, tools, and processes for assigned programmes and projects.
- Coordinate internal and external reporting processes, including SRRF inputs, and support the generation of evidence, lessons learned, and knowledge products to strengthen programme quality, accountability, and learning.
- Support evaluations, assessments, and learning processes, ensuring that monitoring and evaluation findings are effectively used to inform programme implementation, adaptive management, and decision-making.
Key Results Expected:
- Coordinate the design, development, and regular updating of programmatic MEL tools, including Theories of Change, logical frameworks, results frameworks, key performance indicators, Indicator Tracking Tables (ITT), MEL Plans, risk management tools, and data collection instruments, ensuring both performance and context monitoring.
- Ensure that MEL Plans and MEL activities are effectively implemented and documented in line with IDLO Monitoring Guidelines, project compliance requirements, and donor standards.
- Identify technical, budgetary, and human resource needs required for the effective delivery of MEL commitments and raise issues requiring management attention.
- Coordinate and contribute to pre-intervention assessment exercises aimed at establishing baselines, targets, contextual analysis, and other relevant data required to inform project design and implementation.
- Regularly analyze programme performance and contextual developments through data review, field monitoring, and reflection exercises, and advise programme teams on opportunities for adaptation, learning, and performance improvement.
- Ensure the quality, consistency, and accuracy of MEL-related data and information, including information reported through the Strategic Results and Resources Framework (SRRF), donor reports, and other internal and external reporting mechanisms.
- Coordinate and contribute to the preparation of progress reports and internal and external MEL reports, ensuring that findings from context and programme monitoring are adequately analyzed and presented, and that performance monitoring data is aligned with approved MEL tools and project documentation.
- Contribute to the development of knowledge products, lessons learned, success stories, and analytical briefs that support organizational learning and programme quality.
