A.  Background

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The project “Promotion of Climate-Friendly Cooking: Kenya and Senegal” (GCF/EnDev), co-financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and the Green Climate Fund (GCF), Kenya’s Ministry of Energy & Petroleum (MoEP) and Ministry of Health, and Senegal’s
Ministry of Petroleum and Energy and Ministry of the Environment and Sustainable Development commenced in the end March 2020 for 4 years. This project is implemented in close partnership with Energising Development (EnDev) partnership.

The Kenyan component of this project, GCF/EnDev Kenya, builds on EnDev Kenya’s experiences in the cooking energy sector. The project is implementing an innovative ICS market transformation strategy in Kenya, and further improving global knowledge about ICS sector contribution to Nationally Determined Contributions (NDCs). It will significantly increase the number of ICS users in Kenya particularly in peri-urban and rural areas. The EnDev/GCF project will significantly limit consumption of non-renewable biomass in the cooking sector compared to the baseline situation, leading to greenhouse gas (GHG) emission
reductions.

The project is implemented by MoEP, GIZ, Practical Action, Mercy Corps/Energy for Impact (E4I), Dedan Kimathi University of Technology (DeKUT), Strathmore University, Greenbelt Movement (GBM) and Kenya Tea Development Agency (KTDA) – Foundation.

GCF/EnDev Kenya seeks to recruit a Junior Engineering Advisor who will support professionalization and mechanization of stove production centers with regards to stove production processes, equipment and machines, construction measures, technical training
and quality control. The Junior Advisor shall work in close collaboration with DeKUT who are responsible for capacity building of stove production centers with respect to technical aspects.

B.  Responsibilities

  • Support the mechanisation of stove production centres and construction measures including respective procurement and technical training
  • Assist in monitoring of quality assurance, stove testing and innovation under the GCF project
  • Support the implementation of Environment and Social Safeguards (ESS) interventions

 

C.    Tasks

     
i.   
Mechanisation and construction measures for the stove production centres

  • Support in the planning and implementation for mechanisation of stove production centres in close collaboration with DeKUT
  • Identify the mechanisation needs of the stove production centres

  • Develop the packages for the professionalisation kits in line with the operational manual (including periodical review)

  • Originate the technical specifications of the professionalisation kits to guide the procurement process (including periodical review)

  • Monitor the extent of use and application of the professionalisation kits by the stove producers to inform further support

  •  Document and share periodically the progress and effectiveness of the
    mechanisation activities and the success stories
  • Assist with the hand over and distribution of the professionalisation kits in close coordination with the procurement team

  • Compile the requisitions of the professionalisation kits by eligible stove producers
  •  Support in the distribution of the procured kits to the stove producers
  •  Training the beneficiaries on the safe use and maintence of the equipments handed over
  • Support the implementation of construction measures for stove production centres in close collaboration with DeKUT

  • Assist in overseeing the implementation of the construction measures in line with the approved plans
  • Identification of construction needs for stove production centres

  • Prepare procurement requests for construction measures and assist in overseeing their implementation

  •  Document and share periodically the progress and effectiveness of the construction
    measures

 

    
ii.   
Stove testing and quality control monitoring

  • Support activities related to stoves innovation and testing
  • Monitor stoves quality for the stove producers and provide regular feedback and recommendations to ensure consistent quality control
  • Obtain feedback from the stove producers, artisans and households to inform the improvement and innovation for cookstoves and their production processes

 

  
iii.      
Environment and Social Safeguards (ESS)

  • Support the implementation of the ESS activities in line with the Environment and Social Safeguards Plan (ESMP) in close collaboration with ESS Focal Point
  • Support the monitoring of the implementation of the ESMP
  • Support the cluster teams on implementation of the ESMP
  • Document and share periodically the progress and effectiveness of the ESS activities in line with the applied strategy including lessons learned and areas of improvement

  
iv.     
Support the knowledge management of ICS Technologies

  • Support ongoing efforts to develop the stoves training curricula to be used in technical training institutions as well as energy centres

  • Support the equipping and accreditation of cookstoves testing labs in designated locations across the country

    
v.       
Other tasks

  • The Junior Advisor shall undertake any other additional duties at the request of the project team leader.

 

D.    Profile

Qualifications

  • Undergraduate degree in relevant engineering field such mechanical or mechatronics engineering

Professional experience

  • At least 1-year experience in mechanical design and production of electromechanical machines

  • At least 1-year experience and practice in mechanical workshops (i.e. metalwork and use
    of machine tools & equipment)

 

Other knowledge, additional competence

  • Good understanding of mechanical engineering principles including production, structural mechanics, electromechanical machines and thermodynamics among others

  • Proficient in engineering design and drawing and simulation software’s such as AutoCad, Solidworks, Inventor e.t.c

  • Understanding of improved cookstove technologies and stove testing is an added advantage

  • Competency in Microsoft (MS) Office Suite (Office 365, MS Teams, MS SharePoint, MS BI e.t.c)

  • Very good working knowledge of ICT technologies (related software, phone, fax, email, internet and computer applications)

  • Excellent command of English

  • Excellent technical/business report writing skills

  • Able to work independently and perform well under pressure (i.e. handling significant problems and tasks which come up simultaneously and/or unexpectedly and meeting deadlines)

  • Ability to handle confidential information, using good judgement and discernment

 

D.    Duration of Assignment

The duration of the assignment will be from April 2024 – September 2025.

 

E.    Duty location 

The duty location is Nairobi with frequent visits to GCF/EnDev focal counties.
