  • In the context of the WHO Health Emergencies Incident management system, the incumbent will systematically track the evolution of the incident, as well as the response, within the defined strategy. This involves defining the indiators and source(s) of information, gathering and interpretation of related data to ensure that the response is on track, analyze implementation gaps and recommend solutions, advocate the application of the results chain and promotion of best practices.

Functional Knowledge And Skills

  • Knowledge of design, implementation and data analysis of operational and other related studies relevant to programme activities.
  • Capacity to interpret analyzed data and advice the programme officers on the relevant interventions required to address the findings.
  • Ability to provide competent expert advice to national and county governments on designing, planning, implementing and monitoring resilient health system components.
  • Organizational skills, with ability to work to and meet deadlines
  • Attention to detail and accuracy
  • Written and verbal communication skills
  • Interpersonal skills with ability to work both collaboratively and independently

Education Qualifications

  • Essential: First University degree in Monitoring & Evaluation, Statistics, Health Information, Public Health, Epidemiology, Health Systems Management, Social Science or any health-related field.
  • Desirable: - Computer knowledge in data analysis packages (STATA, SPSS, R, SAS, Tableau, Power BI, ArcGIS, QGIS) and Ms Office. Knowledge in data management in a programme set up, health systems development and analysis.

Experience

  • Essential: At least 5 years of experience working as an Monitoring & Evaluation Officer in supporting Monitoring and Evaluation functions in health related programs.
  • Desirable: Working experience in related areas with Ministry of Health, WHO, other UN agencies or other recognized national and international organizations.

Languages

  • Excellent knowledge of English.

Other Skills (IT Skills)

  • Excellent knowledge of Microsoft applications (e.g. Excel, Word, PowerPoint, etc) with an emphasis on Excel or a similar workbook application.

Reporting Line

  • Reporting to the Team Lead EPR, under the overall guidance of the Head, WHO Country Office (WCO), and working closely with counterparts at the respective country office and HQ, the incumbent will act as the focal point for monitoring and evaluation (M&E) for the incident. S/he will have the front-line responsibility for promoting effective M&E strategy throughout the full cycle of the incident management.
  • During deployment, the duty station may change, and the duties may be modified, based upon the technical needs of the programme.

The Monitoring & Evaluation Officer will report to the Team Lead EPR and will perform the following duties:

While strictly adhering to the WHO standards, the incumbent will:

  • Facilitate the monitoring of the incident at the country level, design methodologies, tools, and indicators for monitoring the implementation of projects and operations; evaluating the quality of outputs including the management, coordination, effectiveness and resource mobilization of multisectoral emergency prevention, preparedness, response and recovery action plans and programmes.
  • Provide technical support to the different health clusters in identifying public health baselines, health specific interventions that are evidence based; synergize the integration and incorporation into related work plans, ensuring compliance with existing reporting requirements.
  • Determine the data information elements that are required internally and externally to support the health sector/cluster coordination and decision-making, design standardized methods of capturing and consolidating evidence-based health interventions and document lessons learned, best practices and trend analyses for promoting accountability, responsiveness and transparency.
  • Build and strengthen national capacities for monitoring and evaluation of national health programmes, through conducting needs assessment, defining training needs, develop strategies to achieve targets and facilitate implementation of training activities.
  • Assess the impact and effectiveness of responding to health emergencies at the national level, evaluate the relationship between emergency programmes and operational structures in WCO; identify gaps, recommend capacities required to improve effectiveness; suggest remedial actions to allow greater predictability, accountability, and partnerships.
  • Prepare background documents, concept papers, situation analysis, develop monthly technical reports assessing the implementation of related programmes.
  • Facilitate the operational planning and reporting of related health emergencies activities, verify results-oriented formulations and brief technical leads on proper submissions that culminate in approved operational work plans, and their subsequent programmatic monitoring, evaluation and reporting.
  • Perform any other related incident-specific duties, as required by the functional supervisor.
