GIZ is a federally owned enterprise operating worldwide, assisting the German Government in achieving its policy objectives in the field of international cooperation. It offers demand-driven, tailor-made and effective services for sustainable development worldwide. In Tanzania and across the region GIZ supports the Government of the United Republic of Tanzania and the EAC in attaining their development goals.

The Digital Transformation Centre (DTC)Tanzania aims to strengthen the expertise in applying digital approaches in the fields of gender equality and human rights among key stakeholders in Tanzania. By tackling local digital transformation challenges and prioritizing participatory processes it bolsters both the economy and society. To achieve this the Digital Transformation Centre amalgamates innovative capacity, technical expertise, IT knowledge, research, and a
start-up mentality. Unlike private-sector initiatives, which often cater to elites, the DTC in Tanzania prioritizes the advancement of women and girls, as well as marginalized populations affected by the digital divide.

To amplify the impact of its work, DTC project seeks a Communication, Outreach and Campaigning Specialist to lead communication, digital campaigns and outreach efforts to promote gender equality and the digital inclusion of women and girls in Tanzania. The role focuses on designing digital campaigns, producing engaging content, and strengthening collaboration with government, media, academia, NGOs and development partners stakeholders. It also aims to raise awareness and mobilize action around closing the digital gender divide through innovative digital tools and platforms by highlighting inclusive digital opportunities.

Responsibilities

Responsibilities and Tasks

  • Develop and manage targeted campaigns addressing the digital gender divide, including digital literacy, online safety, and access to digital opportunities and Women’s participation in the digital economy.

  • Design and lead digital advocacy and awareness campaigns to reach wide audiences across Tanzania highlighting the role of technology in advancing the rights of women and girls.

  • Coordinate online and offline outreach activities with government agencies, NGOs, media, and communities.

  • Build and maintain stakeholder relationships with media, influencers, and digital communities to promote gender-responsive digital transformation initiatives.

  • Assist the necessary coordination processes to produce publications and other multimedia content including articles, videos, infographics, and social media campaigns in
    accordance with GIZ standards.

  • Support the design and dissemination of knowledge products such as case studies, policy briefs, and digital toolkits related to gender equality and digital transformation.

  • Utilize digital tools and platforms (social media, online forums, webinars, and digital storytelling) to engage stakeholders and amplify voices of women and girls.

  • Monitor and analyze digital campaign performance and audience engagement metrics to improve communication strategies and outreach impact.

  • Collaborate with project teams and the communications manager in GIZ country office to document and showcase success stories, innovations, and best practices related to gender and digital transformation.

  • Organize and support digital events, campaigns, and public dialogues aimed at fostering partnerships and awareness on gender equality in the digital space.

  • Create and manage multimedia content (social media, blogs, newsletters, videos, podcasts, and infographics) to communicate project activities, results, and impact.

  • Align the communication and digital campaigns to project indicators to ensure their contribution to overall project results.

Qualifications

Bachelor’s degree in media studies, Journalism, PR, Communications, Community development or other relevant field.

Professional experience

  • At least 3 years of experience in design and implement campaigns, outreach, and communication for social change

  • Proven experience in developing communication materials and writing texts as well as working with video and other formats.

  • Proven experience in building relationships and working with media.

  • Proven experience in project management, network management and stakeholder dialogues

  • Proven experience in designing, organizing, and facilitating trainings, workshops, conferences, and other events.

  • Experience with digital communication tools, social media management, and multimedia
    content creation.

  • Strong understanding of gender equality and digital inclusion.

Other knowledge, additional competences

  • Strong commitment to gender equality and online GBV prevention and response through digital outreach and campaigning.

  • Ability to break down complex issues into simple, clear and engaging texts, identify key messages and develop strong narratives.

  • Ability to work with different mediums/ formats (text, audio, video, theatre, on-line
    and offline) and identify the best channels/ outlets for different messages and for reaching the intended target groups

  • Creativity in campaign design and digital storytelling with stakeholders in Tanzania

  • Creativity, critical thinking, independent and pro-active approach

  • Strong analytical, interpersonal, communication and networking skills

  • Very good self-organization and ability to keep a good overview of parallel processes, ability to set priorities and handle multiple requirements.

  • Established network in the area of community engagement, media and arts in Tanzania.

  • Ability to work in an international and intercultural team.

  • Fluent written and oral knowledge of English and Swahili. Knowledge of German language is an asset but not a requirement.

  • Very good working knowledge of computer applications (e.g. MS Office), knowledge of graphic design and video editing a clear advantage.
