Description

Entrepreneurship Promotion in Somalia (EPIS) is a project aimed at enhancing women’s economic participation in Somalia, with a particular focus on the regions of Kismayo and Baidoa. Somalia continues to face significant challenges to inclusive economic growth due to prolonged conflict, political instability, and deeply rooted social norms that limit women’s participation in
economic life. Despite these challenges, women play a central role in sustaining households and local economies, especially within informal sectors. However, their contributions are often under-recognized, and they face persistent barriers such as limited access to finance, markets, and business development services.

Implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), EPIS aims to improve the economic performance of women-led small and medium-sized enterprises (SMEs), promote gender-sensitive service delivery, and contribute to positive shifts in societal attitudes toward women’s economic participation.

Within this context, the project places strong emphasis on results-based management, data-driven decision-making, and effective knowledge management to ensure accountability, learning, and continuous improvement.

Role Overview

The EPIS project seeks to recruit a Technical Assistant (M&E, IT and Database Management) to provide hands-on technical and analytical support to the project team. The Technical Assistant will assume responsibility for monitoring and evaluation processes, data
management systems, and technical coordination related to project implementation.

The position supports the Project Manager and technical advisors in ensuring high-quality data collection, analysis, reporting, and knowledge management, while contributing to the continuous
improvement of digital tools and workflows used by the project.


Responsibilities

Key Responsibilities

A. Monitoring, Evaluation and Data Management

  • Support the implementation of the project’s M&E framework, including indicators, data collection tools, and reporting schedules in close coordination with EPIS/SEIPP M&E specialist.

  • Coordinate and oversee routine data collection from implementing partners and field teams,
    ensuring data quality and completeness.

  • Clean, validate, analyze, and visualize project data using Excel and other relevant data tools.

  • Contribute to the preparation of monitoring reports, dashboards, and summaries for internal
    management and donor reporting.

  • Support the introduction and use of digital data collection and reporting tools beyond Excel (e.g. databases, dashboards, basic data platforms).

2. Database and Knowledge Management

  • Support the design, maintenance, and continuous improvement of project databases and
    digital filing systems

  • Prepare and update knowledge products such as presentations, briefs, factsheets, and
    internal guidance notes.

  • Support the organization and accessibility of project knowledge for internal and external
    stakeholders.

3. Technical and Operational Project Support

  • Provide technical support to the planning, implementation, and follow-up of project activities, including trainings, workshops, and stakeholder meetings.

  • Coordinate logistical and technical preparations for events, including participant lists, data capture, and post-event documentation.

  • Support the preparation of technical inputs for project planning, reviews, and learning
    events.

4. IT and Digital Support

  • Serve as a focal point for basic IT-related and digital process support within the project team.

  • Support troubleshooting and user guidance related to data tools, databases, and digital reporting systems.

  • Contribute to improving efficiency through digital solutions and streamlined workflows.

5. Coordination and Communication

  • Liaise with project staff, partners, and service providers on data, reporting, and technical matters.

  • Support capacity development of partners and team members in data collection, reporting
    standards, and basic use of digital tools.

  • Ensure timely information flow and coordination related to M&E and data management tasks.

6. Other Duties

  • Carry out any other tasks as assigned by the EPIS Project Manager or technical advisors.

Required Qualifications and Experience

Education

  • Diploma or Bachelor in Information Technology, Computer Science, Statistics, Economics, or a related field.

Professional Experience

  • Relevant initial professional experience or strong practical exposure in monitoring and evaluation, data management, IT support, or technical project support, preferably within international development cooperation projects.

  • Experience gained through internships or trainee positions will be considered an asset.

  • Practical experience in data collection, cleaning, analysis, and reporting.

  • Exposure to databases, dashboards, or digital data tools is an advantage.

Skills and Competencies

  • Strong analytical skills and attention to detail.

  • Solid command of Microsoft Office, particularly Excel, PowerPoint, and Word.

  • Strong interest and growing expertise in data analytics, digital tools, and problem-solving.

  • Ability to manage multiple tasks, prioritize effectively, and meet deadlines.

  • Good organizational and documentation skills.

  • Ability to work effectively in a multicultural and multidisciplinary team.

  • High level of integrity, discretion, and commitment to confidentiality in handling data and
    information.

  • Demonstrated cultural sensitivity and service-oriented attitude.

Languages

  • Excellent command of English.

  • Good working knowledge of Swahili is an advantage.
