Required Qualifications

  • Education: Advanced degree (Master's or PhD) in Public Health, Health Management, Health Economics, or a related social science field.
  • Experience: Minimum 5–7 years of experience in health system planning and management.
  • Proven record in developing and costing AOPs at the sub-national level in Nigeria.
  • Experience facilitating multi-stakeholder workshops and capacity-building sessions.
  • Skills: Proficiency in MS Excel (for costing) and Word; strong analytical and report-writing skills.
  • Preferred Experience in working with the web-based AOP tool.


Responsibilities
  • Desk Review: Review existing planning documents, templates, National Guidelines (e.g. NPHCDA), and previous AOP performance reports.
  • Stakeholder Engagement: Facilitate consultative meetings and workshops with the State Ministry of Health (SMoH), State Primary
  • Health Care Board (SPHCB), and other relevant MDAs and partners.
  • Situation Analysis: Conduct a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) and a review of the previous year's implementation gaps.
  • Plan Development:

    o Support the definition of specific objectives, targets, and milestones.

    o Collate sub-state (LGA) health plans to feed into the harmonized state-level plan.

    o Draft activities across key pillars like governance, health financing, and service delivery.

  • Costing: Lead the financial valuation of all planned activities using established national costing tools or templates.
  • M&E Framework: Develop a Monitoring
