Job Requirements

• Typically, master's degree in public health, International Development and/or in a relevant field of study

• At least 4 years' experience in program design and evaluation, of which at least one year in developing countries or resource deprived environment or equivalent combination of education and experience.

• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs

• Cross-cultural awareness and insight into health care issues

• Ability to exercise sound judgment and make decisions with limited supervision.

• Extremely flexible and can cope with stressful situations and frustrations.

• Ability to relate to and motivate local staff effectively.

Responsibilities

IMC’s Policies, Guidelines, and Procedures

  • Mainstream the Global M/E Guidelines across all related M/E activities at the field level and ensure the guidance notes for monitoring and evaluation are functional at the field level.

  • Apply and adapt existing Global M/E Guidelines, tools, and templates at the relevant stages of the project cycle.

  • Actively promote the Prevention of Sexual Exploitation and Abuse (PSEA) standards within IMC and amongst its beneficiaries.

Project Design and Planning

  • Participate in needs assessments by organizing training for enumerators, methodology, tools, respondent selection, and supervise field team to ensure field level data integrity.

  • Ensure that M/E activities are participatory.

  • Develop or adapt data collection tools and facilitate translation if needed

  • Support in developing results framework and logframe, including indicators, for simple projects.

M/E System

  • Develop guidance, standards, and methodologies for the collection and analysis of data against outcome indicators to allow for comparison and aggregation across time and the different projects.

  • Ensure that different components of the M/E system are functional and relevant and maintain IPTT to track output, outcome, and impact indicators and their measurement in the different sectors of relevance.

Data Quality Management

  • Conduct periodic data quality audits to assess the quality of collected data for indicators.

  • Mitigate data pitfalls, issues, and ensure that strategies for quality data are in place.

  • Report data quality issues to the M/E Manager/Coordinator.
