Description


The German development cooperation project "Introducing Measures, Pathways, Roadmaps for
Optimizing Vehicle Efficiency and Electrification" (IMPROVE) provides technical assistance to the Kenyan government. It is a global project (with components in Morocco, Colombia, Kenya and Thailand) funded by the International Climate Initiative (IKI) of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. The project works with partner countries to develop regulation and policies to increase energy efficiency in the transport sector and foster the transition to zero emission vehicles. It will support data collection and analysis, technical studies, strategic communication and stakeholder dialogues, among other things. Insights from the various country components will be fed into an international learning process.


In Kenya, the project is running since March 2023 and the political partner is the Ministry for Roads and Transport, specifically the State Department for Transport. Activities are focused on Light Duty Vehicles and Heavy-Duty Vehicles. The project team supports an inter-ministerial working group on vehicle efficiency to identify and develop appropriate regulations for these two segments with the aim to introduce more efficient and cleaner vehicles into the Kenyan market, with the aim of reducing greenhouse gas emissions and air pollution, as well as dependence on
fossil fuels.


Responsibilities

A. Responsibilities

  • Support the technical advice to the Ministry of Transport on the development of regulatory and fiscal instruments to increase the energy efficiency of vehicles and all related tasks: data collection, technical studies, advice on legal and legislative procedures, networking,
    organization of workshops etc.

  • Liaise closely with other project partners and other development partners and think tanks working in the field of transport and climate change and vehicle efficiency in order to promote the exchange of knowledge at national, regional and international levels.

  • Support the project management in Germany in managing the communication and cooperation between the project partners and the different governmental and non-governmental institutions / organisations
    involved


B. Tasks

i. Professional Advisory Services

  • Support the technical advisory to the Ministry of Transport and its subordinate authorities in Kenya on the development of regulatory and fiscal policy instruments to increase vehicle efficiency and promote the electrification of fleets.

  • Support the development, preparation, monitoring and documentation of capacity development measures, as well as data collection and management.

  • Support the development of terms of reference, technical supervision of the awarding and handling of subcontracts to individual experts and specialist institutes


ii. Networking and Cooperation

  • Support the technical and logistical preparation, implementation and documentation of workshops, meetings, and events related to the project topics.

  • Support collaboration with partner organizations to coordinate activities and promote knowledge exchange at national, regional, and international levels.


iii. Project and Knowledge Management

  • Supporting the conceptual, strategic and financial planning of the component and its activities, impact-oriented monitoring and reporting to the commissioner

  • Development, preparation, facilitation, and documentation of capacity-building measures, including in the field of vehicle efficiency, as well as data collection and management.
    Development of communication and outreach activities, as well as knowledge management for the global project at international and national levels.

  • Support the project management in portfolio development, client and sector dialogue and coordination with other donors

  • Carry out important tasks for the project even if not explicitly mentioned in the job description.


C. Work implies frequent interaction with the following:

  • Project target groups in Kenya: experts and executives of national ministries of transport, energy and environment as well as ministries of finance and national agencies and regulatory bodies

  • International and Kenyan implementation partners (eg. NGOs, civic society organizations, other technical assistance organizations)

  • The project will involve to a smaller extent also industry representatives

  • Other GIZ energy and transport projects in Kenya, as well as the GIZ Office Nairobi

  • The global team of the IMPROVE project in Germany and other partner countries


D. Results expected:

The country component Kenya aims to achieve that the State Department of Transport has
submitted to the Kenyan Government a regulatory proposal to improve the energy efficiency of the Kenyan fleet. The advisor is responsible to take the necessary actions for meeting the following output indicators

  • A scoping study on the technical, administrative and political conditions and barriers for vehicle efficiency regulation is used by the State Department of Transport to select the
    regulatory instrument to be developed with the project

  • Based on the technical studies and analysis, the State Department of Transport develops a draft proposal for a regulation to improve the energy efficiency of the Kenyan fleet.

  • One inter-ministerial working group on energy efficiency of vehicles is set up by the State Department of Transport and discusses the draft proposal with the aim of developing a government proposal

  • A national fuel economy baseline for heavy-duty vehicles (HDVs) in Kenya is developed and validated by key stakeholders, serving as a basis to identify suitable regulatory options to reduce CO emissions in the sector.”


E. Required profile

Qualifications and skills:

  • University degree in in transport, political science, environmental sciences, law, economics, engineering, sociology, or another field related to the project’s objectives.

  • One to two years of relevant professional experience in related topics

  • Good knowledge of the transport, energy, and environmental sectors in Kenya, as well as a personal commitment to sustainable development.

  • Good understanding of legislative and regulatory processes in Kenya and of the relevant stakeholders involved.

Other knowledge, additional competences

  • Ability to identify and network with transport stakeholders in Kenya

  • Ability to navigate and collaborate effectively in multicultural stakeholder environments

  • Competency in Microsoft (MS) Office Suite (Office 365, MS Teams, MS SharePoint, MS BI etc)

  • Strong written and oral communication skills

  • Good initiative, creativity and strong design skills

  • Good self-organisation and strong team spirit

  • Ability to work independently and perform well under pressure (i.e. handling significant
    problems and tasks which come up simultaneously and/or unexpectedly and meeting
    deadlines)

  • Excellent command of English, and speaking skills in Swahili
