Since 2004,GIZ has been a reliable and trusted partner of the African Union (AU) toenhance inclusive growth and sustainable development on the African continentin line with the AU’s

Agenda 2063: The Africa WeWant. With more than 200 staff, GIZ African Union cooperateswith the AU Commission, as well as the AU’s specialised institutions andagencies, such as the Development Agency AUDA-NEPAD, at continental, regionaland national level in more than 35 member states. Key areas of engagementinclude Peacebuilding and Conflict Prevention, Governance and Migration,Sustainable Economic Growth and Employment, as well as Health and SocialDevelopment.

 

In the last decade, illicit financial outflows from Africa have reached alevel almost equivalent to the 

combined total annual inflows of official development assistance (ODA) andforeign direct investment (FDI) received by African countries. This vast volume of capital generated andmoved illegally not only jeopardises the integrity of financial systems and thecontinent’s socio-economic development by stripping countries of much needed resources, butalso has a devastating impact on countries’ governance, the rule of law and collectivesecurity. The EU Action on CombattingIllicit Financial Flows and related Transnational Organized Crime in Sub-SaharanAfrica is part of the AU-Programmeon Strengthening Financing forDevelopment through CombattingIllicit Financial Flows and Effective Debt Management in Africa. The EU Action will be implemented by GIZ at national, regional and inter-regional levelsin Sub-Saharan Africa with other implementingagencies; it is a building block of the continental Team Europe Initiative to supportAfrica in Combatting Illicit Financial Flows

In your role as expertof the EU Action on incorporating civil society actors into programmeactivities of combatting illicit financial flows, money laundering and

financing of terrorism, you provide assistance to the team and Project
Management Unit (PMU) by supporting and managing grant agreements with CSOs.You provide advice to the teams and partners on effective gender mainstreaming in planning, monitoring,evaluation and reporting including capacity building. You ensure effectivecommunication with your project team and contribute to timely result-basedplanning, monitoring and reporting. You collaborate with short-term expertscontracted by the project. With your technical expertise, you ensure effectiveknowledge management and exchange. Where appropriate and reasonable, youperform further tasks assigned to you by your line manager outside the scope ofthe job description.


  •  Contributing to development and management of grants toCSOs. 


  •  Coordinating with the project's staff and network ofexperts on effective gender mainstreaming.


  • Proposing and monitoring outputs and indicators ofgender mainstreaming.


  • Ensuringresult-based planning, monitoring and reporting.  


  • Elaborating concepts, ToRs for grants and contracts aswell as guiding short-term experts.


  • Collaborating closely with the PMU and with projectteams of the EU Action.


  • Networking with relevant stakeholders. 

  • Organizing with team members and partners events,ensuring knowledge management and visi-bility.


  • Contributing to quarterly and annual result-basedreporting. Providing technical assistance to partners to follow ICRGprocedures.

     Required Entry Qualifications and Competencies

     

    • University degree in political science, sociology, gender studies or in a subjectrelated to the programme.


  • Provenprofessional experience of monitoring and evaluation and of result-basedmanagement.


  • Knowledgeand experiences in the areas of Combatting IFF, Anti-Money Laundering andCombatting Financing of Terrorism is an asset.


  •  Practical experiences of working in Africa.

  • Excellentknowledge and experiences of gender mainstreaming and of gender transformativeapproaches


  • Verygood working knowledge of common IT applications (MS Office 365, SAP, etc.) andstrong affinity to use of digital applications.


  • Excellentoral and writing communication skills


  • Fluencyin English; knowledge of French and/or German is a distinct advantage
